Since the reform and opening up, along with the rapid development of economy and society, China has made remarkable achievements in vocational education. At present, China has basically built the world's largest modern vocational education system. However, unfortunately, although the modern vocational education system of our country shows the Chinese characteristics to a certain extent, but its development level has not yet reached the world level.Now, a new round of vocational education reform is carrying on like a raging fire. From the view of static state, with a series of construction documents issued, the top-level design of modern vocational education system has been basically completed; dynamically, due to the fact that the line between all types of education at all levels was strongly fortified, learners could not finish the transition of vocational education freely and effectively by far. That is to say, the operation problem of modern vocational education system still remains to be resolved. Aiming at the above-mentioned problem, the study which based on the analysis related to the transition of vocational education, attempts to focus on the core issue of the transition of vocational education, and open up new areas of research with the help of various kinds of methods including literature analysis method, comparative research method and historical research method. This study no longer focused on the design of modern vocational education system as most studies do, but pay more attention on the operation problem of modern vocational education system.Undoubtedly, as a new concept which has not been accepted widely in academic circles, it is essential for us to establish the fundamental theoretical system of the transition of vocational education. Therefore, a systematic discussion and summary involving logical starting point, legitimacy, structure, elements, internal standard and external media was carried on in this study. Speaking from the origin, the transition of vocational education is ultimately a question of education practice. In the second part, based on the present condition of vocational education, this study makes a review of the existing methods for the transition of vocational education and summarizes the macro characterization and microscopic characterization of the dilemma of the transition of vocational education. In the third part, this study makes a classification and interpretation on the transition mode of Germany, the United States and Australia, and makes a comparison of the similarities and differences between the three countries, then, points out the benefit for the development of vocational education in our country. In order to promote the effective operation of the modern vocational education system, this study mainly aims to explore a way which is suited to the conditions of our country for the transition of vocational education. In the fourth part, this study returns to the initial station of the problem, and presents some realistic ways for the transition of vocational education from three layers.
