Since 2014,education launched the " The Opinions of Modern Apprenticeship Pilot Work "(teaching position [2014] 9),the reform of modern apprenticeship in vocational education has become a new hot topic in vocational education teaching reform.Since 2015,the country has chosen two batches of 368 units to carry out the pilot reform,and the provinces have also promoted the construction of pilot colleges or pilot specialties one after another,and have not been selected as national or provincial pilot institutions have also joined the ranks of the modern apprenticeship system reform.Based on the advanced experience of other countries,the purpose of promoting the construction of modern apprenticeship teaching mechanism in vocational colleges and universities in China,based on the perspective of modern apprenticeship system reform,this study explores the construction of teaching operating mechanism in vocational colleges and universities by means of comparative research,case study and action research:First,in order to explore the experience of teaching operation mechanism construction under different policy systems and cultural environment,this study makes a contrastive analysis of modern apprenticeship teaching in Britain and Germany.By comparison,it is found that the "dual system" in Germany embodies the participation of stakeholders in every link of teaching operation.In the training of teachers,there are not only the training paths of teachers in vocational schools,but also the practical trainers in vocational schools.The training path of enterprise trainer.In the implementation of education,both vocational schools and enterprises have the teaching documents issued by relevant departments to guide the education and training.Even the enterprise training should also make detailed training plan,not blind anarchy.Although the teacher training system in Britain is not as perfect as that in Germany,it also pays great attention to the choice of enterprise trainers.It has created a network platform to make apprenticeship positions structured,and the training institutions have also formulated a special system of school and enterprise liaison officers.The teaching of apprenticeship in both countries embodies the importance of professional and workplace learning.The Apprentice Appraisal adopts the third party evaluation mechanism,and matches with the national qualification certificate system.On the basis of fully understanding the experience of other countries,this study takes Hebei Women's Vocational College's modern apprenticeship reform as a case study,and explores and explores its internal and external environment construction,enrollment and employment mechanism and education implementation.In the construction of modern apprenticeship teaching mechanism,Hebei Women's Vocational and Technical College has formulated a preferential policy and provided a loose financial support environment;The construction of practical teaching environment adopts the mode of co-construction of internal training room,professional tutor studio and enterprise training base;Established a tripartite communication mechanism among schools,enterprises and apprentices,as well as strict assessment and evaluation mechanisms;Innovating the enrollment and Employment Mechanism,carrying out the enrollment Model of "Two Lines Advancing Simultaneously" and the Employment Mode of "Promoting Employment by Cooperation between Schools and Enterprises and Ensuring Employment by Three-Dimensional Mentors";The school enterprise "Double Tutor" mechanism is used to reconstruct the curriculum system,and create the "Three Line Collaboration" of classroom learning,studio learning and enterprise work site learning,and the training mode of high frequency work alternation.Finally,the text puts forward some suggestions on the reform of modern apprenticeship system in vocational colleges and universities:Vocational colleges and universities should set up professional management team led by senior leaders to promote high-level communication between colleges and enterprises;Establishment of modern apprenticeship management department,specialized agencies,specialized personnel,and the establishment of a unified management system of responsibility,power and interest;Set up a professional steering committee with the participation of government,school and enterprise,and strengthen the top-level design of combining work and study;To establish a teacher training mechanism for the cooperative development of schools and enterprises.
