High level talents of innovation and Entrepreneurship are fundamental to enhance economic development, which develops rapidly in the past decades. While the national "thousands of people plan", Jiangsu province "double plan" and the other talents introduction plans, as well as a large number of the introduction of high-level innovative entrepreneurial talents plan have been launched, but lacking of standardization in management, low degree of marketization and unsuitable fund selection methods can not be ignored. In the process, the project management is in the application, especially in the integration of talents work force, to strengthen macro guidance of talents and improving the efficiency of the talents resources development. For some problemsand the problem restricting the personnel work efficiency, this paper argues that the main reason is talents project management system has not yet been fully established in the talent work.This article starts from the perspective of project management with the background of advancing the introduction of high-level pioneering talents. Based on JR talents introduction policy, talents introduction measurements and talents introduction evaluation, we analyze recent high-level innovative entrepreneurial talents introduction program and point out disadvantages and problems to be solved. Also, we explore to set up a relatively complete the talent project operation modes and propose to further improve the policy and build more high-quality talent development environment.
