Since the formation of the “One China” policy of the United States,it has become an important political foundation for the sound development of Sino-U.S.relations.However,we can find that the “One China” policy is constantly deviating from the “One China” principle of China by analyzing the content and restrictive factors of the “One China” policy,showing a trend of “negative” evolution.The “negative” evolution of the “One China” policy has profound domestic political factors.This paper will use the “U.S.Congress-the ‘negative’ evolution of ‘One China’ policy” as the analytical framework to demonstrate that the U.S.Congress is the main impetus to promote the “negative” evolution of the “One China” policy and lead to the reverse development between the “One China” policy and “One China” principle.The argument of this paper is divided into three chapters.Chapter one will briefly analyze the domestic political background and historical context in which the U.S.Congress influences the evolution of the “One China” policy.Chapter two will compare the differences between the “One China” policy and the “One China” principle to highlight the fuzziness and instability of the “One China” policy.Chapter three is the core part of the full paper.It will focus on analyzing the specific ways in which the Congress promotes the “negative” evolution of the “one China” policy by combining three cases.The specific ways include: weakening the “positive” basis of the “One China” policy;strengthening the “negative” basis of the “One China” policy;and challenging the “One China” principle.Through the study of this paper,we can find that the U.S.Congress has played a relatively negative role during the evolution of the “One China” policy.With the “negative” evolution of the “One China” policy,the policy may evolve into a synonym for the implicit protection of “Taiwan Independence”,rather than the political foundation of the sound development of Sino-U.S.relations.
