The U.S. Constitution provides for the American political system of separation ofpowers, the legislative, executive and judicial powers were given to the Congress, thePresident and the Courts. Congress is an important part of the American system ofseparation of powers,and it’s one of the cornerstones of the separation of powers system.The President and Congress have the right to participate in the formulation of foreignpolicy. In general, the president has absolute power of foreign policy’s formulation andimplementation, but But the U.S. Congress played a supervision and promoting role toformulating and implementating of U.S. foreign policy, the Congress support thepresident’s foreign policy or not, will have a major impact on U.S. diplomacy.This article focuses on the influence of U.S. Congress American China policy,which can be seen that different from the president focuses on the overall interests of thecountry, members of Congress consider foreign policy tends to regard even their election,the voter-member constituencies, interest groups and other interests on foreign policytaking into account to make their own judgments, that these judgments often lack dueconsideration result to narrowness and local, this resulting in members of Congress oftenpropose anti-China motion from all angles, including human rights, trade policy, theTaiwan issue, resulting in an extremely negative impact on US-China relations. At thesame time, we should analyze specific issues, the Senate bill in the treatment of most ofthe China issues hold the same attitude consistent with the president, and the anti-Chinavoices in the Senate is more. Similarly, the Republican and Democratic also haveproposals attitude in dealing with China.In terms of ways to influence foreign policy, Congress intervene on foreign policymainly through monitoring, public opinion, public hearings, legislative arrangements andother means.The Congress have a negative impact on Sino-US relations and U.S. policy towardChina, but not have positive effect at all. We should make a thorough study of the U.S.Congress, in order to find an effective way to deal with it, so that we will have targetedway for the U.S. Congress to start work.
