Military scientific research institutions is an important part of the country's overall development strategy,is an important pillar industry related to national security,is an important manifestation of national comprehensive strength,in promoting national economic construction,social progress,building a harmonious society,and safeguard national security,To achieve the reunification of the motherland are shoulder the sacred and glorious historical mission.There is no doubt that talent and technology is the core competitiveness of institutions,and military research institutions,master the technical and technical personnel,is the core of the core.It is of great practical significance to ensure the stability of the professional and technical personnel and to mobilize the enthusiasm of the professional and technical personnel to optimize and perfect the incentive mechanism of the professional and technical personnel of the military scientific research institutions to maximize their enthusiasm,initiative and creativity.And the development of incentive theory needs,but also military research institutions to develop their own real needs,will be the development of China's national defense has a significant role in promoting,but also the purpose and significance of this article.Based on the study of the current development of incentive theory both at home and abroad,taking Maslow's hierarchy of needs as a guide and a Shanghai Institute of Aerospace Research as the research object,this paper discusses the optimization of incentive mechanism for professional and technical personnel in military and public institutions.The article briefly introduces the basic situation of the research object,analyzes the current status quo of incentive mechanism in Shanghai Aerospace Research Institute from two aspects of institutional arrangements and specific measures,and believes that the institute has established a basic incentive mechanism and created a good working atmosphere.In order to further analyze the problems existing in the institute's incentive mechanism,a questionnaire survey was conducted.After a thorough analysis of the collected data,we can draw the conclusion that there are some problems in the institute's incentive mechanism.First,the income of professional technicians does not fully reflect the value of their work.The reason is that the remuneration of professional and technical personnel lacks performance-oriented;Second,the enthusiasm of professionals and technicians has not been fully mobilized.The reason is that the role of spiritual motivation in professional and technical personnel has not been brought into full play.Third,professional and technical personnel are reluctant to engage in first-line scientific research for a long time.The reason is that professional and technical personnel have narrow channels of promotion.On this basis,the theory of need level is applied to optimize the incentive mechanism of professional and technical personnel in military scientific research institutions.The first is to improve the performance-based remuneration distribution system for professional and technical personnel in terms of physical and security needs,from setting performance appraisal standards,optimizing performance-oriented distribution system and providing independent and optional benefits.Second,in light of social and respect needs,From the aspects of strengthening education and training,carrying out the work of giving priority to trees,affirming and encouraging,participating in more interactions and creating an inspiring work environment,and enriching the incentives for professional and technical personnel;thirdly,to meet the needs of self-actualization,We should broaden the platform for the development of professional technicians in three aspects: building a career development system,setting challenging work objectives,increasing authority,and giving greater responsibility.
