As an important evaluation method for the army,the professional titles evaluation affects the development of the professional and technical personnel a lot.The existing title evaluation system have many shortcomings.And building a scientific and reasonable title evaluation system is becoming an urgent need.On the basic of analyzing the development stages of the professional titles evaluation system,this paper puts forward a “multi-dimension evaluation mechanism”.We take the professional title evaluation status of Company A as an individual case,using questionnaire survey and panel discussion to analysis the current system.We conclude the “three problems” of current evaluation mechanism,“four reasons” of the above problems.Furthermore,setting five aspects,we employ multi-hierarchy analytic process,scale scoring and linear weighting method to study the index weight and comprehensive evaluation synthesis model.Comparing with the current professional titles evaluation mechanism,the proposed method has a more normative process,a more scientific frame and a more reasonable distribution of power and responsibility.On the basic of justice and equity,we are aimed to improve the scientificity,rationality and impartiality of the evaluation of military professional titles,providing a theoretical and practical reference for the optimization and reformation of the evaluation system of military professional titles. |
