Along with in-depth development of China’s reform of the public institutions, the personnel system reform is still lagging behind in institutional reform. The lag of the personnel system is hinderring the positivism and enthusiasm of the professional and technical personnel. The Hydrological industry is a typical public welfare organization and is an important foundation of public welfare in economic and social development, which referred to the management system of the public official in2009. In the Hydrological industry, the technical specialty is the foundation in the development of the field, which use a variety of technical means to provide water regime, water information and forecasting data which plays an important role in the decisions of the government in disaster prevention and mitigation. The hydrological system of professional and technical personnel have their own special personality and needs, their enthusiasm are affected to some degree after the institutional reform. According to the different needs of different types of professional and technical personnel, designing the scientific and different incentive mechanism not only meets the enrichment and development of the motivation theories,but also the practical needs of the development of the hydrological system. Acording to the general incentive theory and knowledge-based employee incentive theory, the article analysis the the needs of specific groups of the professional and technical personnel in hydrological system. By combining the theoretical research and practical issues together, and going with the train of thoughts:bring forward the issue, analyze the issue and solve the issue, the article analysis the reason why the professional and technical staffs lost their incentives, and presents the measures to inprove the incentive mechanism in the Hydrological system.
