As one of the fundamental features of political development,institutionalization provides a vital perspective,towards the observation and evaluation of the political system and social ties,which means the approval and acceptation of a series of political value.Thus it is able to be condensed into everyday rule of behavior.Style of work is viewed as the life of the Party,and it has become a tradition to pay great attention to style of work.Under the current background of strict management in the Party,strict management of the Party,the style of work and the cadres has been the new norm for the comprehensive reinforcement of the Party's construction.Promotion of the work style's institutionalization is the vital guarantee,for the new outcome of the new norm development.As the explorer in our country's economical and social progress,Shanghai carries the burden of the earlier trial for the Reforming and Opening-up.Only with the institutionalization of enhanced style of work,the moral of the party members and cadres in these major cities can be raised,to ensure the achievement of different tasks with qualified style of work status.This article has analyzed the basic concepts,manners of realization,nature features and potential challenges of the institutionalization of the style of work for leading cadres in Shanghai,by using Huntington's theory of political institutionalization,and the Party's politic theories,such as Marxism-Leninism,Mao Zedong Thought,Deng Xiaoping Theory,the Theory of Thr ee Represents,the Scientific Outlook on Development,and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.In this article,J district in Shanghai is selected in the case study for its typicality and representativeness.Materials in Party and style of work were viewed and organized to learn the effective exploration in mass work regime,accountability regime toward cadres for fault and inaction,and exposure regime for the violation towards The Eight Rules of Political Bureau of the Central Committee,etc.administrative cadres of J district were individually interviewed to find the root causes of problems,such as unpractical plan for style of work,low executive ability,and uncorrected deviated thoughts.This article applied the combination of normative analysis and empirical study.On one hand,specific and theoretical study on the cadres' style construction indicated that institutionalization is facing challenges in political environment,economic development and social management,etc.On the other hand,with J district selected as the study sample for empirical study,and the comparison between J district and other administrative district,correlated experience in Shanghai' institutionalization of the style of work was more universally summarized: the conclusion that the Shanghai' style of work institutionalization should be reinforced on the normalization and effective duration.Base on the study,this article found that under the background of metropolis management,the leading cadres' work style construction is facing challenges in political environment,economic development and social management,etc.And the leading cadres' work style construction can also be criticized for its unpractical system design,week execution,and incapable of raising cadres' thought.To face these challenges,the leading cadres need to raise awareness towards those issues,and the system needs to be more scientifically design for better monitor and accountability.
