Mongolia is a landlocked country with a long history and splendid culture in the heart of East Asia. Its northern part borders Russia, the world's largest land-based country, and its south borders China, the world's second-largest economy. This has created Mongolia's unique geopolitical environment in the world and has also given Mongolia a great diplomatic challenge.Since the founding of Mongolia, how did China and Russia coexist peacefully and how should Mongolia stand in the world? These problems have always plagued Mongolian politicians. After the democratic revolution in the 1990 s,Mongolia gradually established a strict and neutral diplomatic strategy, and in recent years it has sought to become a “permanently neutral” country like Switzerland. This article intends to systematically examine the background of the establishment of a "permanent neutral policy" by studying the history, politics, economy, and diplomacy of Mongolia. The Mongolian neutral policy is also further confirmed in interactions with other countries. As the two major powers between China and Russia are located, other foreign countries such as the United States and Japan also have important interests in Mongolia, and special geopolitical decisions require that they implement neutral policies. In the past, the one-sided policy implemented by Mongolia had failed.Instead,it was the determination of a neutral policy to ensure that its country could develop in a relatively peaceful international environment. Therefore,to study Mongolia's neutral policy,it is necessary to study Mongolia and its neighboring countries. The diplomatic relations between Russia and the United States and Japan, which are the great powers outside the world, can be said to be caught in the many wrestling powers of many big countries.Mongolia's neutrality policy has to be followed, and it is also the most sensible approach. As early as the 1920 s,some people in Mongolia proposed to imitate Switzerland's idea of ??establishing a neutral country. However, under the rule, control, and suppression of the Soviet Union for more than 70 years, this scenario could not be realized. After the implementation of the democratic revolution in the early 1990 s,the strategic proposal for implementing a neutral policy reappeared. In addition,Switzerland's neutral diplomacy has given it an environment of peace and development for centuries, attracting a lot of foreign capital investment. Some people in Mongolia believe that although the situation in East Asia is complicated,Mongolia and the relevant countries have maintained good diplomatic relations and there are no territorial disputes and political problems. We hope that, like Switzerland,we can build itself into a regional center and increase international influence by upgrading our soft power. This is also the realistic reason why Mongolia hopes to become a so-called "permanent neutral country." However, the status of a permanent neutral country can be established only if it needs the recognition of other countries.Mongolia is different from Switzerland. It is sandwiched between China and Russia.Under the multiple wrestles of China,Russia, the United States and Japan,Being a country that is as good as Switzerland can be said to be even more difficult. This article will also explore the possibility of becoming a “permanent neutral country” by studying the evaluation of Mongolia's permanent neutrality policy by relevant countries.
