Mongolia is one of the world's longest nomadic countries.The northern part of Mongolia has the world's most vast leader,is a nuclear weapon and is moving to the revival of the country;its south has the world's largest population,is the possession of nuclear weapons,the economy is rapidly moving forward the largest developing countries,And the two neighboring countries are holding their own independent policies and positions of the great powers.It can be said that Mongolia has a unique geopolitical status within the world.After the end of cold war,great changes have taken place in the international system,international relations and foreign policy were also adjusted.Because of the influence of the significant change of the international relations,Mongolia has achieved independence in politics and diplomacy.In 1994,Mongolia's government introduced the great "Hural",furthermore this parliamentary system set up a new foreign policy,and changed the former Soviet General Alliance from a "one-sided" diplomatic strategy to a "multi-pivot diplomacy" in order to have the alliances regardless of the geographical distance,a full range of foreign policy.In addition to the Sino Russian relations,the result of the development of this new policy added the United States,Japan,South Korea,the European Union,the OSCE,NATO and the other countries and international organizations as Mongolia's important "third neighbors".Reality and balance have become the distinctive features of Mongolia's foreign relations.On September 7,2015,President Elbegdorj of Mongolia proposed the policy of permanent neutrality of Mongolia.On September 29,2015,the state of Mongolia announced at the seventieth session of the general assembly that it would implement a policy of permanent neutrality and would like to be a permanent neutral country.This is undoubtedly an important milestone in the history of Mongolia's foreign relations.In early 2016,the "Mongolian permanent legislation" was formally promulgated,marking the Mongolia permanent neutrality policy as formally implemented in the form of law.The draft of a permanent neutrality law stipulates that the state of Mongolia,in the case of war and armed conflict,holds the status of a neutral state,and does not prevent the treaties and agreements signed by the state of Mongolia and the rest of the world.The implementation of Mongolia's policy of permanent neutrality not only have a huge impact on the country of Mongolia,but also for the future development of Geopolitics in Mongolia and Russia even with profound impact throughout the Asia Pacific region.In the turbulent international situation,the rapid changes in the international pattern of unpredictability today,the status of neutral countries for their national security and national interests provide a rare policy of security guarantees.Mongolia's implementation of the policy of permanent neutrality will not only gain a good reputation and international status,but it also line with the country's existing national security interests.Therefore,it is very important to study the policy of permanent neutrality of Mongolia.What is Mongolia's policy of permanent neutrality,and policy,and what will it be in the future?What kind of result this process will bring?What are the benefits to Mongolia?These are questions that we are about to pay close attention to.This paper focuses on the axis of Mongolia's permanent neutrality and policy,examining the above mentioned problems as the starting point.Furthermore,taking the trend of development as a starting point,the paper will go into comprehensive analysis and elaboration of the permanent neutrality issues of Mongolia,through systematic discussion and analysis,try to answer these questions,and examine them and some other related issues through different perspectives.
