| Establishing professional personnel management is the key to achieve the scientific and effective management of the civil servants,and is also an important guarantee for improving administrative efficiency and management effectiveness.General Secretary Xi Jinping pointed out in the report of the 19 th CPC National Congress that the party is to train a contingent of competent and professional officials with emphasis on developing their specialized expertise and professionalism.Therefore,building a civil service team with high efficiency,coordinated operation,high quality and expertise in China is an effective way to improve management effectiveness.The national civil servants are the providers of social management and public services — they are the reflection of the image of government.Strengthening the management of the civil service in China will help improve administrative efficiency and management effectiveness,improve the administrative capacity and level of the government,and improve the modernization of government governance.At present,there is no expertise development for Chinese civil servants: on the one hand,there is a gap between the professional knowledge,expertise and professionalism of the civil servants and the requirements of the new circumstances;on the other hand,the lack of pertinence of management measures,lack of scientific management system design and the lack of effectiveness of management system practice still exist.The author,from the perspectives of the civil servants per se as well as their management,analyzes the root causes of the existing problems.Moreover,based on the actual situation of the civil service,the author proposes a route analysis to strengthen the development of specialized expertise and professionalism of the civil servants in China to ensure the effectiveness,scientificity,and rationality of management,so as to achieve professionalism. |
