The occupational legislation, position classification, professional standards etc which developed in the past20years initially laid the foundation of Civil service professionalization. but on the other hand, some status such as the lack of ability, weak occupational awareness, professional ethics missing, fuzzy career planning,, narrow space of career development show that the professionalization of the civil servants in China is still shallow and pending development. The protection role of the rules and regulations can be better service the process of civil service professionalization. So the civil service professionalization must be pushed in the process of regulation innovation and creation. The institution and the civil service professionalization is an whole part.The goal of this thesis is the improvement and development of the civil service institution; it is a trying to explore the path of China’s civil service professionalization from the perspective of institutionalism. By theory analysis, comparative studies in a large number of data collection and literature search and comprehensive analysis of the theory of the administration, management, administrative ecology, public sector management, human resources management and other disciplines, as well as the comparison of achievement of western civil service professionalization and the status of Chinese civil service professionalization, we could find:The human resources strategic management philosophy highlights the importance of human capital to organizational development, the civil service the power of administrative reform, also it is a necessary part of administrative reform.2Though the environment of civil service institution is different, the commonality of administrative reform is to push the civil service professionalization during the process of civil service institution creation. Whether the Chinese government could build a professional, high-quality civil service will determine the success or failure in the impaction of globalization. Then, on the basis of analysis of the achievements and shortcomings of the construction of China’s civil service system, the author proposed the goal orientation of civil service professionalization:right career awareness, good professional ethics, sound professional competence, clear professional standards, clear career planning and good professional image.Finally, put forward specific initiatives from regular level such as recruiting reforms career management, training and development, promotion adjustment, incentive design, moral heteronomy etc.
