Citizen Participation Research In Public Policy Making

With the development of social economy and accelerating democratization,how to formulate scientific and reasonable public policy,the public policy can solve all the social problems we are facing at the present stage,this stage should focus on the revision of our government decision-making.Referring to the practice of foreign countries,China’s democratic political construction requires that citizens should give full play to the role of the main body of government decision-making,to ensure that the formulation of public policy to solve the problem of scientific and rational.From ancient Greece to World War II,the theory of citizen participation has been developed in theory and practice.China’s economic,political and technical maturity,the objective of the people in the government decision-making plays an important role in providing the economic base,political basis and technical support.This paper starts with the public policy and citizen participation,and makes clear that the people play a role in the process of government decision-making,which is helpful to improve the publicity,fairness,legitimacy and stability of public policy.With the development of social economy,the present stage our country people in government decision-making play a lot of role,representative of the workers’ congress system,hearing system,the petition system,the expert advisory system,the network participation,these approaches also prompted the government decision to continue to improve,but the people in the decision-making process still exists there are some problems to be solved,mainly is the citizen participation consciousness is not strong and lack of capacity,lack of government information disclosure,citizen participation channels,the reasons are restricting the negative factors of traditional culture,economic development level,the quality of civic culture,the traditional thought of "official standard",the decision-making system,self government,and representatives of the employees the hearing,letters and visits,participation in the network problems,so we must enhance the consciousness and ability of citizen participation,strengthen the government letter Public interest,smooth and broaden the channels for participation in three aspects,for the reasons of the problems in an antidote against the disease,and strengthen civic consciousness,vigorously develop the market economy,vigorously develop science and education,the government information disclosure law,expand the scope and broaden the channels,improve the congress system,hearing system,petition system etc..Clear the status of citizens,to stimulate the enthusiasm of citizens to participate in political affairs,the real will of citizens will be transformed into policy objectives.
