Research On Civic Network Participation In China Network Governance

With the development of the Internet and the demands of promoting modernization of Chinese governance system and governance capability,our country has changed from the path of online interactive politics to the network governance.Network Governance,which government actively communicating with citizens in order to obtain real network public opinions,understand civic needs,listen to civic advices,make better policy decisions and achieve cooperative governance with citizens.Through the network participation,citizens can obtain relevant government information,supervise government actions,conduct public opinion expression and interests appeal on the Internet,and make government policy decisions better satisfy civic interests.The effective development of network governance is inseparable from civic network participation,which is of great significance to improve the government's governance capability.The issue to be analyzed and discussed in this paper is how to promote and improve civic network participation in network governance.This paper mainly adopts the research methods of literature research,theoretical research,data collection and inductive deduction.First of all,the author read the domestic and international research literature to acquire the domestic and foreign research status.Then used good governance theory,people-centered theory,administrative communication theory,deliberative democratic theory,E-government theory and theory of the relationship between network technology and democracy to establish a theoretical framework and presented how civic network participation in network governance should be through theoretical research.Then analyzed the current situation of civic network participation in China network governance through data collection.Presented the key factors that constitute the civic network participation in network governance.Finally,proposed how to improve and promote citizen network participation in network governance.This study found that civic network participation in network governance in China has the situation of unbalance of civic network participation,low participation initiative of citizen network,weak government response,incomprehensive information disclosure,insufficient guidance of network public opinion and imperfect network governance platform.It is necessary to start from the three key factors that citizens have the will to participate,the government pays attention to the communication between the government and citizens,and the technology platform is set up and perfected.We should cultivate civic active participation awareness,pay attention to morality education,strengthen the construction of basic information resources,promote information disclosure,strengthen government response capacity,focus on public opinion guidance and apply big data and network security technology in order to promote and improve civic network participation in network governance.
