The Research About Civic Participant Networks On Public Policy

In the middle of1990s, the network information technology began to grow rapidly,the revolution of Internet science and technology made the world into the net andinformation epoch. The Internet has not only changed people’s life, but also promotedthe change of human thoughts,and then followed by the developing of social democraticprocess. The developing of the Internet have made it possible that citizens canparticipate in social management. Citizens publish their appeal by participating Internetissues. Citizen network participation is becoming a unprecedented role in public policyproducing. How to use Internet to promote the social democratic process effectively, is avery important academic research.This article discuss the citizen network participation from four sections: generaldiscussion, process formation, effection and countermeasures. This paper trying toexplore the logic and mechanism in citizen network participation. And reveals thedilemma to give useful suggestion for future development.First of all, on the basis of previous studies, this paper summarize the concept ofthe citizen network participation in public policy, and make general analysis from theform and value of citizen network participation.Secondly, this article introducing the citizen network participation in specific case, anduse the text analysis method to analyze the process of citizen network participation, atthe same time introduce communication theory to support the possibility of publicopinion becoming public policy.Finally, this paper analyzes the problems and meanings of citizens networkparticipation in public policy, and aiming at the problems in the current citizen networkparticipation putting forward countermeasures from three aspects: public policy subject,subject of network participation and Internet medias. In order to promote citizennetwork participation in our country and provide better advices.
