Research On The Construction Of Social Security Prevention And Control System In Haimen City

Since the 18th National Congress of the Communist Party of China,our country has entered into a key period of comprehensive deepening reform,simultaneously,this is also a period during which disagreement among the people is prominent,criminal offence is frequent and security problems is complicated.With the acceleration of urbanization process and under the economic and social developing new normal,there appears many new characteristics of social demand structure,social psychology and social problems which puts forward higher requirements for the construction of social security system.In this situation,The CPC Central Committee and the State Council have carried out a comprehensive plan for the prevention and control system of public security in the country,and the construction of social security prevention and control system has become an important part in the construction of safe China under the rule of law.How to implement the central decision-making deployment and strengthen the county social security system in the new period has become an important topic of social research.Haimen City,as a coastal county-level city in the Yangtze River Delta,is a frontier of China’s reform and opening and modernization drive.Under this circumstances,social security situation presents the prominent characteristics that the foreign population is increasing,the case of encroaching on property is accounted for the main proportion,the Interest groups are concentrated and the network control becomes more difficult,therefore,improving the level of social security prevention and control system becomes essentially necessary in time.The aim of writing this paper is to research how to consummate the construction of the social security prevention and control system of Haimen City,in this paper,I research current situation of social security prevention and control system in Haimen earnestly,besides I analysis the shortage in my job and try to find the corresponding optimization measures by using the methods of literature research,interviewing,investigation and analysis and comparative analysis.Firstly,I combed and refine the concept,constituent elements and principles of social security prevention and control system and the related theories of public security,environmental protection,social governance and service-oriented government by looking up the books and data related to the social security prevention and control system.Secondly,on the basis of reviewing the development of social security prevention and control system in China,I research and confirm the social security situation that Haimen City is facing with at now through the investigation and statistics of work data and quantitative data,besides I summarize and analysis the existing experience,achievement and existing problems in the aspects of public security prevention and control forces,prevention and control measures and system construction which provide the basis for optimizing the construction of public security prevention and control system in Haimen.In addition,I analysis the excellent experience and successful practices of three developed countries which are the United States,Japan and Singapore and three domestic districts as Huangpu District of Shanghai City,Hangzhou City,Haiyan county of Jiaxing City which are all in the Yangtze River Delta region as well,in this way,the analysis data provide the basis for optimizing the construction of public security prevention and control system.Finally,twelve measures to improve the social security system are presented from 3 aspects in this paper which provide a new way to construct a more systematic and comprehensive social security prevention and control system for Haimen’s economic and social development and it maintain the social harmony and stability as well.The first one is to establish a scientific concept of social security prevention and control system,including the establishment of the overall planning and long-term development concept,comanagement,social governance concept and prevention first and active service concept;The second one is to innovate the means and methods of social security prevention and control,which enable it more specialized,synthesized,socialized,Networked,informatized and institutionalized.The third one is to consummate the operation mechanism of the social security prevention and control and to construct a mechanism of normative analysis and evaluation,scientific performance evaluation and multi funding guarantee.
