The Connection Between The Qingtian Complex And Public Administration Justice

"Qingtian Complex" has been a very specific phenomenon among the general public in China providing a unique insight into the research of contemporary public administration. The beginning of this article is based on the "Qingtian" characters.What is the definition of "Qingtian"? "Qingtian",if translated literally,means the cleanliness of water and actual reflections found in a mirror. Normally,"Qingtian"refers to officials who love civilians as if they were his own children. In some literal works,people often regard "Upright Officials" and "Qingtian" as the same thing,but this has never been the fact. From the perspective of ordinary people, these two notions represent completely different values in terms of evaluation criterion."Upright Officials" tend to refer to those who stick to self-discipline and honesty and live a poor life. However,"Qingtian" stresses the maintenance of fairness and justice.It is undeniable that "Qingtian" characters have alleviated social contradictions in different dynasties and solidified imperial rulings, but their administrative spirit of protecting people and sticking to justice has had a value that goes beyond time and space. Therefore,up till today,when the vulnerable groups can’t access fairness and have their interests hurt, they will still expect for the coming of "Qingtian Master",because people have been longing for the justice brought by "Qingtian". Actually,such admiration on "Qingtian" has somewhat reflected the great loss of justice in modern day society, and it also represented the call for justice in public administration.Theoretically speaking, the emphasis on justice has been an inevitable historical choice after more than one hundred years of development in the theory of public administration, and the justice in public administration has become the core value that laid an important logical foundation for the improvement of public administration in China. In fact, China indeed faces a realistic dilemma in terms of the justice in public administration,so "Qingtian Complex" is still existent in the real society through different means. This calls on us to rethink, because we don’t need to promote"Qingtian Complex",but to study its causes and know why it has continued to live on,so that we can learn from it and contribute to the administrative wisdom that meets the development of modern China. On the other hand, the justice in public administration is the first and essential value,and once it is missing,relevant problems will emerge. Therefore, my research is mainly based on the enlightenment on a just public administration brought by "Qingtian Complex", so that we can learn from it and find a possible method of saving such justice. The main body of the article came to fully demonstrate the pursuit of justice behind such complex, and then it took the "Three Fairness" put forward by the report of 18th national congress of CPC as the justice dimension and analysis framework. In addition, I also looked into the similarity between "Qingtian Complex" and the just public administration,and by taking into account the realistic difficulties of China, I searched for a path to safeguard right fairness, guarantee opportunity fairness and stick to rules fairness, so that the social fairness and justice called by the modern China can be ultimately realized.
