Between Input And Output: The Study Of The Agenda Setting Function Of The Chinese Media

China is in a critical period of the comprehensively deepening reform and has to face with a large number of interests and conflicts. Although there're many social problems, the matters that can be put on the agenda of the government are not as enough as what we need because of the limited government resources and capabilities, which leads to the certain in-consistence between what we hope to be solved with and what government does by their own way. Therefore, transforming people's expectations into governments' need truthfully is very important to enhance the level of national governance. With the coming of the information age, the improvement of science and technology, the awakening of public consciousness and the improvement of democracy in our country,"the fourth power---media" has become increasingly prominent in the process of policy. The function of media agenda-setting has been known by public. It's not only a "microphone" for people,but also a bridge between the governments and public, which contributes a lot to the good communication to both of them and lay a good foundation to the balance between political system input and output. It's a traditional way to divide it if we see it from a static perspective to research on the function of media agenda-setting in the process of national governance, on the contrary, the role of media agenda-setting isn't only restricted to the political system input part, but also involved with the process of input, output and feedback if we see it in a dynamic way. According to it,the media is not only to express the public opinion and raise the level of political input, but also make the policy legalization and optimize execution environment in the process of political output. What's more, it can also reduce the mistakes and errors during the political supervision and feedback, which responds well to the people's will in China's political and social life. Based on the theory,we connect the theory of political system with theory of policy process, and try to set up a dynamic analysis on media agenda-setting function framework, hoping to reveal the agenda-setting function that media has got in the process of national governance by analysising the specific mechanism of action and applying the theories with realities.
