Local Government's Research On The Support Of Families Who Have Lost Their Families

Family planning is one of the basic national policy which long-term adherence to the implementation in China.Since the strict implementation of the One-child Policy in 1980 s,the One-child Families has made great contributions to controlling the total population.The state in the positive and strict efforts to control the population,couples due to middle-aged encounter only child died,the psychological and physical difficulties can not give birth the second child,became the neglect of the Only-child Died Families.The Universal Two-child Policy has make public in 2016,but it was too late for the Only-child Died Family to give birth a child.The Only-child Died Families faced the worries of old-age security,and some have begun to question the credibility of the government,there are some people who attribute this unbearable pain to government policy.If the local government cannot properly appease the suffering and despair of the Only-child Died Families Groups,it may lead to a series of social problems.With the acceleration of China’s aging society,the Only-child Died Families Groups facing the economic,psychological,medical,life,pension and other aspects of the plight,involving the financial,family planning,civil affairs,health,women’s federation,the Commission and other departments.Only to turn the concerns of the Only-child Died Families into a government behavior,define a clear government responsibility,Under the government implementation of the unified organization,coordination of various departments,a wide range of mobilization of social and community strength,reach the consensus of status quo of the Only-child Died Families,carry out comprehensive support work,in order to truly achieve a support system which have policy to support,and have institutional to implementation,and have responsibility to constraints,and truly build the Only-child Died Families of long-term support mechanism.The purpose of this paper is to explore that local government establishment of a system of long-term assistance,to improve their quality of life and living environment,to enhance their living confidence and hope,to promote social harmony,so that family planning Basic policy can adhere to the implementation of long-term smooth.This paper is composed of six parts,the first part is the introduction,mainly introduces the background of this topic,the status quo at China and abroad and review,research ideas,methods and innovation.The second part defines the basic concepts and introduces the theoretical basis of this paper,analyzes the government responsibility in the support for the Only-child Died Families,including the theoretical basis and the analysis of the liability type.The third part is the introduction of the status quo of the Only-child Died Families in the research area,and analyzes the basic situation,difficulties and requires through case interviews.The fourth part analyzes the dilemma of the local government support in the research area,including the review of the central and local support policies and the difficulties faced by the support.The fifth part put forward thoughts and ideas for the diversification of responsible subjects under the dominant position of the government.Finally,concluding remarks and references.
