| At the beginning of 1970 s,full implementation of the family planning policy was started in China due to the overgrowth of population.In 1982,family planning was determined as the basic state policy,and was written into the constitution subsequently,where the index of bringing the growth of population under control was included into the national economic development plan.The family planning policy strictly implemented for more than 30 years enabled the momentum of overgrowth of population to be under effective control,and during the long "population bonus period",with the strong momentum for economic and social development in China,there were earth-shaking changes in the production and living standards of people throughout the country.The only child family made special contributions to our population,economy,society,environment and resource allocation.Nowadays,the two-child policy has been fully implemented,but some one-child families have lost their only child due to natural disaster,human disaster,disease or other misfortunes.Such families are suffering from misfortune in mental anguish,facing difficulties in the pensions.The vast majority of them have exceeded the childbearing age,and they cannot or have no ability to obtain the reproductive right any more.These one-child died families are suffering from the extreme loneliness,hopelessness and policy-derived damage.At present,there are great difficulties in the life,pension,medical treatment and spiritual consolation of one-child died families.How to deal with the risks and difficulties encountered by one-child died families requires the close attention of our country and society.Such risks and difficulties should be resolved,so that one-child died families can find the life balance point in the course of building a moderately well-off society in an all-round way under the comprehensive two-child policy background,with more sense of presence,more sense of acquisition and more sense of happiness.The study subjects are one-child died families.In addition to the introduction and conclusion,there are four parts in this article.The first part descries the one-child died families related concepts and conceptual foundations.The second part analyzes the survival dilemma and realistic demand of one-child died families in J District.Questionnaire,interview and other study methods are used to deeply understand the survival condition of one-child died families and to analyze the difficulties encountered by one-child died families: living in penury with very low income;suffering from physical and psychological torture due to absence of emotion;low self-identity due to social exclusion;being left unattended,helpless in the elderly life;high childbearing barrier,difficult to have another child.Based on the in-depth interview and specific case analysis,one-child died families have the realistic demands for economy,pension and medical treatment,spiritual consolation and social support.The third part introduces the aid for one-child died families in the county and in J District of C City.Firstly,it summarizes the policy of aid for one-child died families in the county and in J District of C City,analyzes the policy characteristics and introduces the procedure for policy of aid for one-child died families in J District in the specific case form.Next,it introduces the implementation strategy,implementation effect and practical experience in the aid for one-child died families in J District.Finally,it analyzes the existing problems in the policy of aid for one-child died families based on the policy implementation and investigation.The fourth part perfects the measures for the aid system of one-child died families,and brings the targeted suggestions and countermeasures for the aid system of one-child died families in combination with the actual situation of J District. |
