| The appointment of civil servants as a government personnel system innovation,since the pilot at all levels of government agencies,played a more important role.But the incentive system for the appointment of civil servants,still follow the traditional civil servants of the incentive system,such as spiritual incentives,the lack of incentives for the appointment of civil servants.Therefore,the lack of incentives also exposed the appointment of civil servants in the process of carrying out some of the problems.In view of the lack of incentives for the appointment of civil servants,China has summed up the experience of local pilot,for the appointment of civil servants assessment and incentives have been trying and thinking,with the supporting system is also constantly improving.At present,there are some problems in the incentive system of the civil service system:the assessment goal and the examination procedure are not perfect,which leads to the lack of incentive.The appointment system determines the policy orientation,the promotion channel is restricted and the development is limited;the relevant welfare policy is still in line with the ordinary civil servants;In the course of work,the work content is overly specialized or too single,lack of job flow;by bureaucratic thinking seriously,no administrative constraints lead to work is not good to carry out.These are the issues that need to be considered at present and look for effective countermeasures.This article is in this context,combined with management disciplines,psychology and other social science field theory,based on the "two-factor" theory and the work characteristics model,the analysis of civil servants internal demand and environmental impact factors,Countermeasure.This paper puts forward five incentive strategies for the appointment of civil servants,namely,perfect the assessment system,formulate reasonable salary and welfare policies,enhance the flow of posts,give more autonomy and improve the responsibility of civil servants. |
