The accelerating urbanization in our country has been challenging the ability of our government on dealing with public affairs and public service supplying,the stability and development of local governance is not only an important foundation for the steady development of our country,it is an essential platform to deal with social conflicts and integrate social resources.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China has pointed that “Improving the institutions and mechanisms for promoting the sound development of urbanization;Making Innovations in Social Governance System and Improving methods of social governance;Kindling the vigor of social organizations,correctly handle the relationship among the government,society and market.” The practice and exploration of the concept,“town managing community”,has its background on part area of ShangHai’s opening and reformation,which is also an innovation of ShangHai to make adjustment to adapt to the rapid urbanization,adjust large area management relations,response to the large-scale population import and their living service requirements.The paper’s structure is as follows.This paper first analyses the following concepts: “town managing community”,community,mode and institution.Second,building the framework analyses “town managing community” model based on institutional-behavior theory and public service theory.Third,through the contrast and analysis of survey data on S town and Z town in Shanghai,this paper is trying to find the nature of “town managing community”.Finally,the paper proposes the obstructions “town managing community” facing,optimizing advices and its inspiration for the "urbanization".The paper’s conclusions are as follows.First,there are two basic results according to this paper’s analysis: one,the practice of “town managing community” has its regional characteristics,it is consistent with the characteristics of regional development;two,the practice of “town managing community” reflects two aspects of logic,the governance logic and the administrative logic,and the two kind of logics appear regional practice differences.Second,the practice of “town managing community” in S town and Z town present different degrees in obstacles: one,Behind the existing institutional restriction,governance subjects produce unexpected behaviors;two,Misplacing between public service supply and demand;three,Lacking of funds;four,The performance management in “town managing community” cannot work effectively in policy objectives,performance indicators and policy implementation.Third,based on the survey and analysis,this paper proposes the advices for optimizing “town managing community” model: one,the institution,governance subjects and the functions of government have to adjust to the local social governance environment;two,promoting public service classification and integration;three,optimizing capital support and establishing institutional mechanism for project operation;four,optimizing performance indicators setting in performance management,which can be used to integrate policy objectives and policy implementation.Finally,based on the practice of “town managing community” in ShangHai,the paper proposes that the process of urbanization in our country can consider constructing a transitional governance structure,which to some extent can ease the disharmonious phenomena in the process of urbanization.
