| Poverty alleviation and development as a "national action" is a huge comprehensive project involving macroscopic,middle and microcosmic view.From the perspective of public management,the new situation of poverty alleviation and development needs to more clearly define a series of questions: the main body of poverty alleviation and development,poverty alleviation and development of the object,what the content is,how to mobilize poverty alleviation and development resources,how to build efficient and reasonable Poverty alleviation and development mechanism and implementation path,how to evaluate the system performance of poverty alleviation and development,and so on.Based on the answers to the above questions,the research billustrated by the case of the practice of poverty alleviation and development in H county of Yunnan Province,with full literature combing and theoretical presentation,use the social investigation and research methods from the perspective of poverty alleviation and development of government action.This paper analyzes the status quo,characteristics and difficulties of rural public management in the aspects of social mobilization,system design,mechanism construction and advancement of poverty alleviation.It is hoped that through the analysis and summary of the public management practices in poverty alleviation and development,a new era of strategic opportunities will be put forward to improve the policy recommendations of rural public management.It is not difficult to find out that the current poverty alleviation model shows its strong top-down social mobilization ability,and forms a good atmosphere for all the people to participate in poverty alleviation and development in the whole society,and has promoted the development of rural economy and society to a great extent,especially in infrastructure construction.However,in the practice of specific poverty alleviation,rural public management from resource mobilization to promote the strategy,from the government level to the public level are facing many difficulties.Therefore,this paper argues that rural public management is a systematic project,especially in poverty alleviation and development.Poverty alleviation and development can’t just stay in the government level,but should deeply reflect the poverty alleviation and development of rural community development motivation.The goal of rural public management is to promote the sustainable development of rural communities through the transformation of government public management idea,the innovation of mechanism,the optimization of action strategy,the realization of public management target group-the improvement of farmers’ self-development ability. |
