From a gender perspective, rural women are relatively unique in terms of material and humanistic poverty. In the new era of poverty management,it is necessary to increase the motivation of poor families and to give full play to the main force of poor groups, while increasing the motivation of women in the family is an important step in increasing the motivation of the family. To establish a long-term mechanism to effectively address women’s poverty,it is necessary to start by nurturing women’s capacity for self-development and fostering their endogenous motivation for selfdevelopment. This paper uses literature, participant observation, and in-depth interviews to collect data, and uses gender theory and poverty culture theory to construct a theoretical framework.Through comparative analysis, this paper argues that poor women’s endogenous motivation to escape poverty is influenced by three levels: individual, family, and social. For example,at the individual level, objective endowments and subjective perceptions are lacking;at the family level, dysfunctional and relationship deficits;at the social level, social relationships interfere and social policy resources fail. These factors together affect the endogenous motivation of poor women, resulting in a lack of goals and risk awareness in their perception of poverty alleviation;a lack of motivation and insufficient policy participation in their behavior;and a lack of planning and creativity in their outcomes. In this paper, through studying and analyzing two cases of poverty alleviation workshops, and based on the successful experience of the cases,we summarize the mechanism of cultivating and developing the endogenous motivation to get out of poverty, that is,under the objective conditions of women, using the characteristics of the poor group and the poverty alleviation policies as external stimuli to stimulate poor women to develop needs and motivation to get out of poverty, and cultivate their selfmotivation,so that they can show their willingness and behavior to get out of poverty. In the whole process, the external stimulus should be of an appropriate length and depth, not only to stimulate the needs of poor women but also to reinforce their willingness and improve their ability to act,to achieve the effect of steadily cultivating the endogenous motivation to get out of poverty.Based on the concept of positive welfare, this paper argues that poverty governance should emphasize individual responsibility and focus on the subjectivity of the poor group,so that they can bring their initiative into play. Therefore, the next poverty alleviation work should be based on fostering the awareness of the subject of poverty eradication, focusing on enhancing capacity, and policy construction as a guarantee,so as to achieve the sustainability and stability of fostering the endogenous motivation of poor women to escape poverty. |
