With the rapid economic development,accumulation of social wealth and significant increase of urban population,the development of urbanization is accelerated.Meanwhile,the scale and velocity of urban construction also on the rise.Hence,rational property development in limited land and housing expropriation in state-owned land become unavoidable issues.In 2011,the issue and implement of Collection of State-owned land,housing and compensation Ordinance had dramatically changed our urban land expropriation statutes and regulation.Replace housing demolition by housing expropriation,the government had become the administrative subject of housing expropriation.At the same year,Shanghai had released the local regulation of The Implementation Rules of Housing Expropriation and Compensation in Shanghai State-owned land.The release of housing expropriation regulations had ensured the administrative subject of government during housing expropriation.This also terminated government's role in the application of demolitions.In some extent,this regulation had resolved the problem raised from previous housing demolition policy.It also helped to relief the potential conflicts from previous policy,such as violent confrontation caused by demolitions and nail households.In recent years,Shanghai is always committed to a service-based government.Policies,such as streamline administration and delegate power to the lower lever,improve monitor and optimise services,have great priorities.However,the housing expropriation is still one of the major issues for Shanghai government.During the While the ever-rising land prices,the complicated family relationships during local housing expropriation and the obstacles during housing expropriation had happened a lot.Hence,the sample of J suburb in Shanghai had significant research values,as it is diverse and representative.There were still problems in current housing expropriation policies.It is essential to improve the related regulations,as well as the coordinated sets of measures.Thus,boost the development of housing expropriation in Shanghai.In the present study,J suburb in Shanghai had been used as an example.By the combination ofincrementalism policy making theory and the new public management theory,the government behaviour and the resistance behaviour of people who been levied had been balanced.Through interviews and case studies of exist samples,potential issues had been analysed.Reasons for the existing issues had been identified by incrementalism policy theory and new public management theory.Rational suggestions had also been advised.There are seven chapters in this thesis.The first chapter will introduce the research background,current research in China and abroad,research aspects and organisation structure.Then,the second chapter will define the core concept of housing expropriation on state-owned land.Following,Chapter Three will detail the history and current housing expropriation and interview result of both Shanghai and J District.Through the combination analysis of both interview results and case study,Chapter Four will illustrate the four existed problems in J suburb during the process of housing expropriation: 1.There is a lack of allocation policy for complicated household in the current housing expropriation policy;2.The difficulty in the implement of housing security policy which included in the current housing expropriation policy;3.The missing of tax benefits in the current housing expropriation policy;4.The delay of settlement payment resulted from the uncertainty of time limit of monetary compensatory.In Chapter Five,potential reasons for the four problems will be analysed,based on the combination of incrementalism policy theory and new public management theory.Next,based on the reasons from Chapter five and functions of J suburb authority,Chapter Six will suggestions on optimise the allocation policy,housing security policy,tax benefit policy and rapid compensation mechanism.Lastly,Chapter Seven will conclude the present research and existing research limitation.Potential further research opportunities will also be illustrated.The innovation of the paper is puts forward some countermeasures for perfecting the housing security policy in housing expropriation policy.The innovation is propose government agree the house which can not be traded sell to the expropriated person.This situation can make the expropriation house trade between the expropriated person,and solved the problem for expropriated person who can not buy house.
