Meeting is a most representative miniature of the whole social public governance,while the rules of order provide the standard operating procedures for this kind of social group activity.The implementing operation of the rules of order ensures the procedure principles of deliberative democracy,and also lays a solid ideological and cultural premise.The completion of rules of meetings is an effective approach of deliberative democracy in China,an efficient way to further promote the democracy of China,and an important way to solve various social problems and contradictions.In addition,it plays an essential role in solving social problems and maintaining national stability.Besides,it also promotes our citizens to form the idea of democracy,the completion of a democratic society and the construction of a democratic country.In this paper,the research on the ethics of the rules of meetings is based on Robert's Rules of Order,the official general rules of order in U.S.A.Up to now,it has been widely adopted by national governments,non-governmental organizations,industry associations,and enterprises and institutions,which is recognized worldwide.It states all generally used procedures,including putting forward new and old topics for discussion,the debate and disposal of proposals,the establishment of committee and its functions,and the election of officials.Robert's rules guarantee the operation and efficiency of democratic procedures,and plan a set of precise and thorough systems of discussing official business for the democratic consultation,the objective of which is to help everyone to protect one's own benefits,and to make decisions that accord to the organized whole to the maximum extent.The paper is comprised of five chapters.Chapter One introduces the attention toward Roberts Rules of Order in recent years in China and the current situation of research.There are quite a few relevant articles and papers,but most of them are introductory,comparative study,or take it for reference,which only study Robert's rules from macroscopic aspects,without careful and in-depth exploration on their inner values.Therefore,at the end of this chapter,the paper proposes further summarizing the value connotations of Roberts Rules of Order from the angle of ethics based on the summary of Robert's rules.From the perspective of political ethics,this makes an attempt to integrate a series of analyses and discussions of Robert's Rules of Order,and concludes several ethical rules that democratic meetings should follow,hoping to put forth some beneficial references and enlightenment for the construction of democracy in China.Chapter Two has a detailed summary of the book Roberlt's Rules of Order,including the generation of Robert's rules of order and the essence of the book,and so on.Chapter Three is the key point of this paper,elucidating in detail in three sections three ethical principles summarized and distilled from Robert's rules of order:principle of subjectivity equality,principle of tolerance and compromise,and principle of procedural justice.Principle of equality subjectivity is the primary principle in Robert's rules.Based on human beings' pursuits of freedom and equality,it takes independence and equality of personality as the premise,public interests as the target,finally realizes the decisions as consensus of multiple negotiation subjects by using the inter-subjective theory.Principle of tolerance and compromise is the soul of Robert's rules as tolerance and compromise make"consensus" to be possible,and consequently voting at meetings can reach a good ending.This section introduces the spirits of tolerance and compromise embodied in American constituent assembly in history,which General Robert inherited and then carried forward.Principle of procedural justice is throughout Robert's rules of order;the final goal that General Robert pursues is to hold meetings in procedures of justice.Principle of procedural justice takes the general free wills of a meeting's subjects as a premise,and public interests as drives,aiming at realizing the "consensus" of all to make effective meeting decisions.Principle of procedural justice makes the first two principles to unify together,forming together the ethical dimension of Robert's rules of order.Chapter Four mainly expounds the enlightenment that the three ethical principles in Robert's rules have for the meeting systems in China,from three levels of the party committee meetings,democratic meetings at the basic level,meetings of National People's Congress and its standing committee respectively.The last chapter explores and analyzes the value limit existing in Robert's rules of order.
