Research On The Construction Of Dalian's Public Cultural Service System From The Perspective Of Administrative Culture

In this paper,the basic theory of relying on administrative culture,theory with practice,the integrated use of disciplinary theory and cultural studies,sociology,management,etc..in the field research,based on the survey on the status of public cultural service system in Dalian as well as the reasons for the problems in-depth and detailed analysis,and focus on the development trend of public cultural services,combined with global urbanization requirements of Dalian City public cultural service system for a more comprehensive analysis and put forward suggestions.The full paper is divided into four parts.The first part explains the basic theory of public culture,and the intrinsic link with the different types of public culture and its administrative organization for analysis.The second part of the statement of the main practices of Dalian public cultural service system and the effectiveness achieved,noting that the main problems of public cultural service system in existence,the total lack of public cultural facilities,coverage is still insufficient;investment continued to grow,but the total amount of funds remained scarce;public cultural services and cultural needs of the people of contradiction;rural and regional development imbalances public culture and cultural construction in rural areas lagging behind;shortage of public cultural services and other personnel,the quality is not high and team instability.The third part analyzes the causes of the problem of Dalian City public cultural service system construction,such as the long-standing thinking inertia dictates;public awareness of the importance of some of the leading cultural construction deficiencies;constructed over a single subject.the lack of scientific management and normative;public culture of lack of funds invested in diversified long-term protection mechanism;assessment oversight system is imperfect.The fourth part focuses seven suggestions put forward,namely:planning ahead,scientific planning the layout of the construction of public cultural services;construction of government,market,social cooperation mechanism,enhance the interoperability of public cultural services;based on actual needs.reconstruction services;rational allocation of public cultural resources to promote urban and rural public cultural service equalization;further strengthen public cultural team building,improve the capacity of public cultural services;introduction of modern assessment theory and methods,scientific evaluation of public cultural service performance;further deepen reform and innovation of public cultural services running mechanisms.
