Health human resource is the key to health systems to maintain and develop their function,is the primary factor in the health resources,determines the quality and quantity of the whole health services,affects the total health expenses and the health level of the whole country and people's health level.With the Health-care reform deepening and the increasing health service demand of residents,as the important human resources for health-the doctor,in the role of health human resources market will be bigger and bigger.At present,most of the research on the health human market involved in the current situation and development strategy,supply and demand forecasting research and other aspects,there is little research on the maturity of the physician"s human market.And there is not a unified and complete quantitative model to evaluate its market maturity on how to determine the degree of development of the physician's human market.Therefore,studying on physician manpower market mature degree of connotation and evaluation methods,not only has academic value,but also provide policy recommendations and practical enlightenment for the construction of the labor market of physician,has a long-term significance to promote the rational allocation of medical resources.This paper is divided into five parts from the point of view of logic order.The first part is the introduction.The basis of vertical title,research purpose,research contents,significance and methods and so on.The second part is the theory and the present situation analysis.Analysis of related concepts of the physician's human market maturity,combing theories,such as the market theory,human resources management theory,human capital theory and the theory of maturity,the purpose of this section is for the construction of evaluation index system and lay a solid foundation for empirical research.Total present situation analysis,including physicians and medical enrollment and graduates of the status quo analysis,including aspects such as social economy,population and the demand and policy analysis.The third part is the model construction.Defining the physician human connotation of market maturity and maturity evaluation model,Including five dimensions of market scale,market efficiency,market price,market allocation and market demand,and combined with the maturity model,the maturity level of the doctor is divided into four grades: development period,integration period,basic maturity stage and maturity stage.The fourth part is the construction of evaluation index system and case analysis.(1)on the basis of the physician's human resource market maturity connotation,the principles and ideas of constructing evaluation index system,using Delphi method and clustering analysis,selection and optimization of index system,using the factor analysis method to determine the index weight.(2)as the physician's human market in China for example,pilot evaluation on the maturity of the doctor's manpower market in 2005-2010.First step is to collect the physician's human evaluation index of market maturity,then using the linear standardization method to standardize the parameter values,and finally use fuzzy comprehensive evaluation method to measure the doctor manpower market development in 2005-2010.The fifth part is the conclusion and countermeasure suggestion.Summarize the results of the study and put forward practical and feasible policy recommendations for the current problems,including the establishment of dynamic monitoring system,the establishment of the statistical system of the doctor's manpower market and so on.
