Research On Rural Road Maintenance Management In Honghe Prefecture, Yunnan Province

The rural highway construction is the main part of the rural public infrastructure construction,which has the characteristics of commonweal,foundation.It can effectiv ely promote rural economic construction and social development,and improve the qu ality of farmers' life.Therefore,since the reform and opening to the outside world,C hina has always been building and improving rural highway facilities as a very import ant political task.Honghe Prefecture has completed the construction of higher grade highway in every administrative village so far.Although the construction of rural highway in Honghe Prefecture has made remarkable achievements,many management and maintenance problem still exist.How to carry out effective management and maintenance of rural highway will become the biggest problem in Honghe Prefecture.In the first section,this paper introduces the research background and significance of rural highway maintenance and management,and reviews domestic and foreign research progress in this field.And then this paper briefly describes methods and techniques in this research,and expounds the concept and theoretical basis of rural highway maintenance management,providing a theoretical basi for rural highway management and maintenance.In the second section,this paper selects Honghe Prefecture of Yunnan Province as a case analysis,introduces the basic situation of rural highway construction,From the perspective of legislation,organization and leadership,function division,fund raising and using,this paper introduces the status quo of the rural highway management and maintenance in Honghe Prefecture.In the third section,this paper explores the main problems of rural road management and maintenance in Honghe Prefecture,including shortage of funds,weakness of road management,technical backwardness of management and lack of infrastructure construction.It also points out that the main causes of these problems are the singleness of investment body,the ambiguity of maintenance subject,the shortage of maintenance personnel and the backwardness of maintenance concept.Finally,based on extensive reference of domestic and international rural hig hway management and maintenance experience,this paper proposes political suggestion from four perspective,in order to improve the mechanism of the rural road management and maintenance and thus the construction and development of rural infrastructure in Honghe Prefecture.
