Research On The Maintenance And Management Mode Of Trunk Highways In Yunnan Province

“Thirteenth Five-year” period is a period of important strategic strategic opportunities for the transportation development in Yunnan,and the highway industry of Yunnan will have greater actions inevitably.Although the usual maintenance rate of national and provincial highways has reached 100%,the road condition has been improved remarkably,maintaining quality is enhanced obviously,and it completed the predicted objective of the provincial party committee and provincial government about the “Twelfth Five-year” national inspection better through the efforts during the “Twelfth Five-year” period.It should be recognized clearly at the same time of making achievements that maintenance and management of national and provincial roads in Yunnan Province still fall behind in the whole state,and it still has many problems and faces many tests.This paper aims at making deep study on the existed maintenance and management mode of Highway Administration Bureau in Yunnan Province combining with relevant literature and personable actual working experience starting from the maintenance and management mode of Highway Administration Bureau in Yunnan Province to common national and provincial roads.It makes analysis from six aspects including structure and system,human resources,financial resources,equipment and technology,organizational culture,and the relationship with service objectives,and finds the problems existed in the current maintenance and management mode and origins.At the same time,according to the three-level vertical management system and specific division of province,city and county and referring to domestic and foreign advanced producing experience in the maintenance and management method of road,it is targeted to propose seven proposals to provincial Highway Administration Bureau including promoting industrial mechanism reform of road maintenance,constructing coordinating system with units related with business,striving for policies that is good to industrial development,enhancing the capacity and quality of executives in organs,promoting mechanical maintenance,strengthening overall information construction,strengthening cultural construction of the industry;It proposes five proposals to Highway Administration Bureau such as strengthening the panning of working development,allocating mechanical equipment effectively,optimizing personnel structure constantly,regulating internal structure,making good treatment of public opinion;It proposes four suggestions to provincial sub-bureau of Highway Administration including improving the utilizing of funds,strengthening preventive maintenance,managing and making good use of existed mechanical equipment,grasping ultra-limit governance work,etc.
