Research On The Problems And Countermeasures Of Urban Village Reconstruction In The Process Of New Urbanization

The phenomenon of urban village is the unique phenomenon existing in China's urban transitional period,which is formed gradually with the continuous development of the city,and a problem that can not be avoided in the new-type urbanization process.In recent years,in order to solve the problems of urban development brought by the villages in the city,the local governments in various regions have started the transformation of the villages in the city successively,but more focusing on the urban development rather than the social security of the villagers and related problems in the process of transformation.The urban village reconstruction promoted in the process of new-type urbanization is people oriented.The main purpose of the project is to build a good social environment,create a good soil for economic development,use scarce land resources to further improve the existing living conditions in the villages of the cities,and enhance the living level and ideological awareness of villager.Therefore,the research on the problems of the urban village reconstruction in the new-type urbanization process has great theoretical and practical significances.This paper,beginning with the definition of the new-type urbanization and the urban village,briefly compares the differences between the traditional urbanization and the new-type urbanization.Next,this paper takes the urban village in Majie Street in Xishan District of Kunming as the research case.Firstly,it analyzes the present distribution and reconstruction situation of the urban village comprehensively,and puts forward the necessity of carrying out the urban village transformation.Secondly,it expounds the land acquisition,compensation and resettlement of relocation,capital,social security and planning in the process of urban village in Majie Street,Xishan District with practical cases,pointing out some practical problems that the government has obtained huge land proceeds during the land acquisition process;in the process of compensation and resettlement,the government,the developers and the village collective have contradiction in the interests balance;the capital problem affects the advancement of the reform work;the social security fails to follow up the life of villagers and there are certain flaws in planning.This paper has obtained some inspiration by learning from the successful experiences of the urban village transforming in other areas of the country.In the end,this paper makes a reflection on the transformation of the urban village in Majie Street,Xishan District,and puts forward some new ideas and suggestions in the light of the actual advancement of urban village transformation.
