Post-evaluation Study Of High-grade Highway Projects In Gansu Province Based On Attribute Theory

Gansu Province is in western inland of China, located in upstream of the Yellow River. It is a prime location in the ancient Silk Road, the transportation hub among five northwestern provinces in China, as well as the second Eurasian Continental Bridge that has undertaken the key region of relay transportation, which makes Gansu Province of significant traffic location advantages and important international strategic position. With the development of western regions, highway traffic projects, especially the development of high-grade highway projects, have got a rapid development. And the development of high-grade highway projects is an important foundation to keep the advantage of Gansu Province under the policies of west development, "the Belt and Road" as well as deepen the reform, which related to the development of overall economic and social of Gansu Province directly. The research on post-evaluation of high-grade highway project in Gansu Province will take an advantage of realizing and summering the experience and lesson during the whole period of construction. Therefore, it is of importance to conduct study into post-evaluation of high-grade highway project in Gansu Province for both theoretical and practical use.Concentrating the study on post evaluation of high-grade highway project, the thesis have taken researches on the index system of post evaluation and attribute theoretical model, by using methods such as contrastive analysis and logic reasoning, and based on a review of large numbers of domestic and foreign literature.Firstly, analyzing the related studies of post evaluation at home and abroad, along with the studies on attribute theory, the thesis summarized the development, convince situation and the trend of post evaluation, and formulated the content and technical train of conducting the study of post evaluation of high-grade highway project in Gansu ProvinceThen, the principles and methods to build the index system of Gansu Provincial highway post evaluation were studied, and a comparison of methods that be used in post evaluation frequently has been promoted. Based on relative research on index system of post evaluation, the influence factors of the project were analyzed form all aspects of economics, social, environmental and technical impediment. Then, the index system of Gansu Provincial highway post evaluation was built.Combined the thought of attributes theory with the basis of the Gansu Province highway project evaluation model, an evaluation software has been built using the programming language of visual basic. And both the process evaluation and the target sustainability evaluation of a highway project in Gansu Province were calculated and analyzed with the software, which proved the practicability of the attribute recognition model.
