With the tightening of resource and environment bottleneck constraints and the continuous improvement of people's quality of life(including environmental quality),it is a new hot spot and trend to research on the economic radiation of the surrounding areas from the green perspective.The 19th National Congress of the Communist Party of China was held on October 18,2017 in Beijing.In his report "Determining the Overall Success of a Well-to-do-Do Society to Win the Great Victory of Socialism with Chinese Characteristics in a New Era," General Secretary Xi Jinping put forward:"Our country's social The contradictions have been translated into the contradiction between the growing need for a better life and unbalanced development of the people."In the aspect of building an ecological civilization," the most stringent system of ecological environment protection "must be implemented.At the same time,Beijing-Tianjin-Hebei coordinated development strategy is proposed on the one hand to ease Beijing's non-capital functions,improve the environmental quality of Beijing-Tianj in-Hebei region and promote the overall economic level of Beijing-Tianj in-Hebei region and ecological environment carrying capacity;on the other hand,it is also hope Through the coordinated development of the Beijing-Tianj in-Hebei region and the exploration of the green and low-carbon development experience of our country to the world's urban agglomerations,we have played a leading role in piloting and demonstrating the green.The influence of the central city on the development of the surrounding areas not only shows the radiation effect but also shows the polarization effect,which in turn will affect the improvement of the overall regional level.The analysis of the available statistics shows that the main polarization effect in the Beijing-Tianjin-Hebei region is precisely the important reason that led General Secretary Xi Jinping to raise the issue of inadequate development and imbalance in the report.On the one hand,this effect has widened the gap in economic level between the two regions;on the other hand,the economic density and population density in high-gradient areas have been so high that ecological pressure is huge,environmental quality is deteriorating,and the capacity for sustained development is seriously impaired.In order to solve the above problems,it is necessary to study the radiation situation and development trend of the surrounding areas from high-gradient cities in Beijing,Tianjin and Hebei Province from the green perspective and lay the foundation for the formulation of a scientific and coordinated development strategy.This study tries to study the radiation effect of the development of low-carbon economy in Tianjin from the green perspective on the surrounding areas.The main contents are as follows:First of all,the paper comprehensively examines various input elements in the economic area of Beijing-Tianjin-Hebei region and builds the "carbon footprint" index through the natural connection between different types of resources to evaluate the urban low-carbon green economy level and finds In Beijing,Tianjin and Hebei area,the distribution of carbon emissions is uneven and the total amount is too large.Secondly,the fractal dimension theory and method are introduced into this study to construct a low-carbon economy gravitation model and fractal dimension eigenvalue measurement model for urban low Finally,taking the data of major cities in Beijing,Tianjin and Hebei from 2006 to 2015,the author calculates the current situation and the development trend of the economic relations taking Beijing as the center and Tianjin as the center,The best fractal dimension of the economic strength of the group is taken as a reference,and the main reason that causes the urban disparity in Beijing-Tianj in-Hebei region is too large is proposed and put forward by using the gray comprehensive relevancy analysis.The study of this project meets the needs of economic development of low-carbon green,fills in the blank of research on the radiation effects and regulation strategies of high-gradient areas in low-gradient areas from the perspective of greening,and can provide valuable reference for the development of low-carbon green in Beijing,Tianjin and Hebei.
