| Since the founding of new China,sepecially since 1970 s and 1980 s,China's comprehensive strength has been rapidly improved,the economic structure has been continuously adjusted and improved.In this term,China's various aspects have developed rapidly and people's living quality has improved obviously.However,the environment pollution problems appear gradually,such as air pollution and water pollution.Our county has realized the seriousness of the issue,and has taken some measures to deal with it.Through great efforts,our country has made some achivements and the problem of environmental pollution has been alleviated to some extent.But owing to such problems as ecological consciousness and industrial structure,environmental pollution problem in our country remains very serious.Due to the unremitting efforts of government,banks and enterprises,Guangrao is showing a rapid and scientific trend of development,and has established gradually a sound industrial system of petrochemical industry,rubber tire,textile and dyeing,electromechanical,paper making and agricultural and sideline products processing industries.However,the over-emphasis of industry determines the high pollution and high energy consumption,and the environment problem of Guangrao is facing a great challenge.This paper is divided into five parts,such as:The first part is the review.This part presents the background and significance of the environmental protection work,combs the current international and domestic research status of environmental protection work,and demonstrates the research methods and innovation of this paper.The second part,making the total emissions and ecological construction as the breakthrough point,analyzes the key concepts and theoretical basis of the current environmental protection problem,provides the realistic manifestation of environmental protection,elaborates the theoretical foundation of public management theory,sustainable development theory and ecological civilization construction theory,provides a perfect theoretical system of a countermeasure study on environmental protection.The third part analyzes the current environmental protection situation of Guangrao county,combines the practical situation of Guangrao county,and expounds the present situation and the gap between other districts,from the three aspects of atmospheric environmental pollution,waterpollution and solid waste pollution.The fourth part,also a key part of this paper,includes a serious analysis of the problems at each level and in each field in terms of environmental protection after analyzing the current environmental protection situation described in the previous part.These problems are studied in great depths,with their root causes pinpointed,to lay a practical base for subsequent environmental improvement.The fifth part is the core of this paper,also the key to solve the problems.This part,based on the theory,the analysis of the current situation,the problems and reasons,which have been all discussed in the first four parts,is devoted to the solution of environmental problems and rectification of environmental pollution.This part proposes the fundamental ways to solve the problems,such as strengthening publicity and education,strengthening institutional mechanisms,and strengthening law enforcement team,etc.Given the analysis and study described in the previous five parts,it proposes eventually to guide the work using the new environmental protection theory,make use of all available resources and advantages and take all effective measures to strengthen law enforcement,and reinforce the environmental protection.Through all these measures,we can improve the atmosphere and water quality,improve the people's producing and living environment,enhance the public satisfaction with the environmental quality,and promote the whole environmental quantity of Guangrao county eventually. |
