Research On Local Environmental Management System Reform

At present,China’s local environmental protection system reform faces many difficulties and obstacles.Each local government has to actively explore a concrete and feasible reform path according to the reality of each place.This paper intends to analyses the local management system of environmental protection,making Wushen County of Inner Mongolia as an example,from the aspects of organization establishment,function division,management means and management system.The author points out the extant problems of environmental management system,including the difficulty to implement environmental regulatory responsibilities,double pressure of environmental protection law enforcement,the lack of people and property of the environmental protection agency,the outstanding environmental problems in agricultural and pastoral areas,the relatively weakness in public awareness.All these problems are caused by unsound accountability system of environmental supervision,local government’s unimportance to environmental law enforcement,nonstandard internal management of environmental protection organization,unreasonable of environmental protection institutions at the grassroots level,lack of environmental protection publicity and education.According to the actual situation,the author put forward the "five in one" management system to promote the local environmental protection department to strengthen the reform proposals,including the local environmental law construction,improving the local environmental management system,improving the local environmental management mechanism,strengthening the agricultural and pastoral areas of environmental management,establishing environmental protection cooperation mechanism of multi participation etc..This paper applied the theories of public management,using the method of literature research,field investigation and typical case analysis to make an in-depth analysis of the management system of environmental protection,and pointed out existing problems of local environmental management system,and puts forward some suggestions on how to carry on the reform,which are with a practical guiding significance for successfully completing the reform of the environment protection management system of Wushen County,and further enriched the management of local government environmental protection in China.
