Research On Environmental Protection Problems And Countermeasures In Dongchuan District Of Kunming City

Since the reform and open of China Chinese economy has been experiencing a rather fast development,in spite the environmental situation has been deteriorating.Both environment pollution and ecological devastation become the restrictive factors to economical sustainable development and reform-open career.With the ecological civilization being absorbed into the five-direction and one-target policy in the party eighteenth conference,more and more emphasis has being put on environmental protection work by all-class authorities.Under the new surroundings how to constitute the harmonious relationship between human and nature is the important focus of building the socialism-harmonious society.Dongchuan district is located in the north of Yunnan plaint,the only one district that has no expressway,where after the birth of republic of china the copper mine was ranked in the first Chinese five-year plan as one of the 156 important construction program.Experiencing the tens of construction,Dongchuan has always acted as the copper primary resource supply-base and contributed much to the country-defensive industry and industrialization development of china.The copper industry representative for the local mine has been the traditional and dominating industry,covering more than 1/3 GDP of the district.Most Enterprises here are mid-small type enterprises with small scale,poor technology as well as low skill of dealing with pollution,especially the realization of environmental protection has dragged behind the step of development,resulting in some polluting incidents,which is a preeminent burden on the government at last destroying the sustainable development of economy and ecological balance.The tip of the study is how to improve the supervision efficiency of related authority,how to emphasize the responsibility of enterprise,how to rise the joining degree of public,how to carry out the policy of protecting environment and responsible realization and how to build the public environmental protection.Based on public products and the theory of the production and supply of public production this article combined economical social industry construction of the district and the situation currency of administrative environmental protection,applied ways which were library-file study,comparison-analysis,and interview-analysis finally found the problem solution and acquired the concrete results which was that there were 4 shorts for the manage of environmental protection of Dongchuan district including budget ensure,technology-skill,administrative talents,and information delivery.The study concluded four different classes solutions for the local development including finding new-opinion proper for the local development,new ways for improving financial income,strengthening the city fundamental construction,establishing the multi-subject participation management.Finally proposed the administrative strategy for the manage of environmental protection in Kunming Dongchuan district aiming at solving the facing knotty problem hindering the Resource-based City development.
