Studies On Environmental Governance Countermeasure Of Coal Power Resource-based City

A lot of resource-based cities in China play a significant role in supporting the the national industrial and agricultural production as well as the social and economic development.However,the recourse exploitation has brought a series of severe environmental problems,so how to realize environmental exploitation and protect the living and production environment in these cities is of vital importance.The present research is a case study of Huainan city.On the basis of investigation and analysis of the current situation of coal resources development and utilization,soil and water samples collected from this coal power resourced-based city(Huainan),and the data collected via the questionnaire survey on the environmental attitude and awareness of Huainan citizens,we carried out systematic study on the present major environmental problems in-depth and evaluate the potential risks to the ecosystem.Our findings are valuable for Huainan city and other similar coal power resourced-based cities for more secure,green and environmental sustainable development.Content analysis and the hazard health risk assessment of the trace elements in the water and soil samples from Huainan mine district revealed that:some trace elements levels in the water were higher than Grade I of the surface water environmental standards;the total health risk caused by trace elements in different samples collected from different areas were higher than the maximum acceptable risk criteria.Moreover,several trace elements levels in the soils were higher than the soil background value of Huainan city,leading to medium to high levels pollution.Medium-level potential ecological risk of trace elements in the soils was also presented.Analysis on the data obtained from the questionnaire survey on the environmental attitude and awareness of Huainan citizens suggested that:high attention was paid on the environmental problems,especially on the environmental pollution levels.Huainan residents thought that the pollution was closely related to the local coal power development.Residents required the government and enterprises take more environmental responsibility and carry out the environmental governance.Government and enterprises should resort to economic means to manage the enterprise(or individual)and make them take part in the environmental protection activities.The present situation of Huainan public environmental awareness is:high level of environmental problems awareness,low level of environmental protection knowledge,high environmental pollution degree evaluation,low satisfaction of the present environmental protection work,low level of environmental protection actions,high hazard risk assessment of environmental pollution,and low contribution level to the environment.This paper aimed to provide effective environmental governance on the basis of three aspects including the analysis of environmental policies,pollution regulation and improving strategies of environmental awareness of Huainan residents.We have concluded that it is urgent to improve the problems in management system of the monitoring and supervising law enforcement department and the problems of exterior economic inefficiency caused by the environmental pollution in the energy development process.We have suggested to establish the supervising,utilizing and coordinating mechanism of the water and soil resources in the mining districts.Make full use of the mass media to improve public environmental awareness and knowledge.Get more attention and make more people to participate in the environmental protection activities through "Agenda Setting".Last but not least,expand the channels for public to participate in the environmental protection through supporting the local environmental protection groups.
