| The development of economic can not leave the environment, and the change of environment is also influenced by the economic development. They are related and restricted each other. In China, the implementation of the new "environmental law" issued on January 1, 2015 explicitly regulates the aim of environmental law, the purpose of the law definitely require promoting the construction of ecological civilization, economic and social sustainable development. It has guiding significance to solve the problem of environment land resources in regional economy coordinated development. This paper is based on the national environmental protection in the process of regional economic coordinated development, and the "response law", "environmental law function evolution theory" and so on, from the perspective of both theory and reality analyses the basis of environment legal system in promoting the development of regional economy coordinated, and study on the current situation of our country and foreign practice comparatively, summed up the existing problems in our country and the successful experience abroad. From two angles of the longitudinal and transverse, this paper clearly defines to the law system in promoting regional economic coordinated development, and puts forward environmental law principles and construction and suggestions to. As follows:The first chapter puts forward the problem, and this chapter is the basic theory part of this article.It introduces the basic concepts, the region, the regional economy, the coordinated development of regional economy and so on. By studying the relationship between the coordinated development of regional economy and environment of legal system, this paper expounds the environment legal need and the practical significance of the coordinated development of regional economy, defines environment legal system on promoting the coordinated development of regional economy, and expounds the definition, function and value of the environmental legal system on promoting the coordinated development of regional economy.The second chapter puts forward the theory and reality basis of environmental law system on promoting the coordinated development of regional economic in order to provide theoretical and practical support for the perfection of environment legal system. Its theoretical basis includes the theory of government intervention in the development of regional economy, the theory of response law, and the theory of environmental law function evolution; The reality basis includes inter-district area resources development in eastern, central and western ecological space problems, the serious problem of regional environmental injustice and the requirements on the strategy national development and so on.The third chapter is the investigation of the environment legal system on promoting the coordinated development of regional economic abroad.
