Development Of Economic And Environmental Co-ordination Of Shaanxi Province

With rapid economy development, economy-related environmental problems, for their side effects, are being paid more and more attention now. Different from the traditional economy development at the expense of resources and environment, sustainable development in economy is an umbrella that attempts to bridge the divide between economic growth and environmental protection, while taking into account other issues traditionally associated with development. In another words, it is the coordinated development of economy and environment. It seeks to develop means of supporting continuous economic growth while considering the capacity of the environment and without limiting economic growth for the sake of environmental protection. Now, it has become a permanent theme we pursue.Shaanxi Province is faced with such serious situation as the one in which its environment is decaying fast as the economy heats up during the process of industrialization. Many problems, such as urban-centered environmental pollution, destruction on the ecological environment, resources waste and environment damage, have become the bottleneck restraining the rapid development of Shaanxi Province. With this background, based on the theories of environment and economy and the method of qualitative and quantitative research, the author first analyzes the relationship between economy and environment in Shaanxi Province econometrically, establishes an evaluating index system by principle of combining scientific with comparability, introduces the factors effecting the coordinated development of economy and environment in Shaanxi Province with the principal components analytic method, and, the problems existed are analyzed, and the suggestions to solve those problems are offered as well, in the hope of supplying references for the coordinated development of economy and environment in Shaanxi Province.In this paper, the main conclusions are as follows:(1) A systematic evaluating index system is established, which is divided into two sub-systems: index of economic development and index of environment, and has 20 factors.(2)Through the metrology of the relationship between economy and environment, this paper concludes: GDP increases by 0.021311% at 1% decrease of the total amount of wastewater; GDP increases by 0.814383% and 0.179831% at 1% increase of the total amount of exhaust gas and solid wastes, respectively. So, exhaust gas has the biggest effect on GDP growth. GDP per capita increases by 0.084207% at 1% decrease of the total amount of wastewater; GDP per capita increases by 2.262114% and 0.458090% at 1% increase of the total amount of exhaust gas and solid wastes, respectively. Also, exhaust gas affects GDP per capita growth most.(3) Based on analysis of the present condition of economy and environment in Shaanxi Province, the situation of the coordinated development of economy and environment in Shaanxi Province in the recent 17 years is discussed, with the evaluating index system established in part (1), and a variety of ways to deal with this situation are put forward.
