Jiangsu Province Green Ocean Economic Accounting Research

Marine economic powerful nation strategy is China's national strategy, marine economy has gradually become an important part of China's economy. Meanwhile, the rapid economic development consumes a lot of natural resources and other factors of production, resulting in serious environmental pollution problems. Although the traditional marine economic accounting system of our country can reflect the operation of the marine economy, it can not cover the resources, environment and ecology of the marine economic development process. To achieve the long-term goal of economic development, solve the sharp contradiction between sustainable development and process consumption of resources and environmental pollution,we must amend the traditional accounting system of traditional GOP, accounting for GGOP.This research is supported by the research and practice of Jiangsu Ocean Economic Accounting System and the research on the evolution of China's marine economic structure based on the spatial interaction of the Natural Science Youth Foundation of Jiangsu Province?This study focuses on the method of accounting Green Gross Ocean Product?By studying the theory and method of green GDP accounting and Marine economic accounting, analyzing the domestic and foreign research present situation and achievements, combining with the actual situation of Jiangsu province, using relevant statistical methods, clearing the necessity, goals and ideas of doing the research, we try to construct an accounting method to revise the gross domestic product by accounting for the cost of environmental pollution and ecological destruction, and use the primary accounting model to correct the GOP of Jiangsu province in 2015. This article restore the true colors of marine economic development in Jiangsu Province, and provides research ideas and experience for the further development of Green marine economic accounting.This study is based on China's environmental economic accounting system, using the report statistical method, the value - added rate method, the industry stripping method to calculate the marine production value of Jiangsu Province?This article calculate the marine engineering caused by fishery resources according to the "Project Impact Assessment of the technical specification for marine biological resources". This paper according to China's environmental economic accounting technical guidelines for marine environmental pollutants. This paper uses the methods of environmental management, cost substitution to account for the loss of ecosystem services. Finally this research summed up the results obtained by the ecological environment of resources and resources after the adjustment of GGOP.By calculation, the GOP of Jiangsu province in 2015 was 640.585 billion yuan,accounted for 9.84% of the province's GDP. Environmental costs in Jiangsu Province in 2015 was 4.03billion yuan, of which the loss of fishery resources was 123 million yuan, the cost of ecological damage was 2.84 billion yuan, the cost of environmental pollution was 1.07 billion yuan. The new GGOP model reduced the original GOP accounting results to 636.55 billion yuan, which accounted for 99.37% of the total proportion of GOP. In other words, 0.63% of the Gross Ocean Product in Jiangsu Province is the value of the sacrificial resource and environment. Due to more polluting concentrated in the first and second industry of Marine economy, so Comparing the environmental costs and Marine GDP in the first and second industry output value can reflect the marine environmental sacrifice in the process of economic development more clearly. The study calculated the first and second industry output value of Jiangsu province in 2015 was 328.64 billion yuan, which destroyed 1.01% of the resources and environment and ecology, accounting for the first and second industry output value of 98.79%.Compared with other scholars of the research results,the proportion of GGOP in the total number of GOP of Jiangsu is higher than the proportion in Hunan and Guangxi.The results show that the development of marine economy in Jiangsu Province has gradually increased from high-polluting, high-consumption and low-efficiency extensive development model to low pollution, low consumption and high efficiency.The results are basically in line with the province's marine economic development of the current specific reality in Jiangsu. In the future development planning and policy guidance, Jiangsu Province, still need to increase investment in environmental protection and ecological restoration, focusing on the development of circular economy.We must maintain the unique advantages of resources and environment, to achieve sustainable development to provide a solid foundation and inexhaustible motive force.
