The various problems of the scienctific rationality has been a common topic of mankind. The research on it, no matter for individual human beings or the whole society, has an extremely important evaluative meaning and practical significance. Although there has been many philosophers rasing the broad descriptions of rationality, each alleged complete description includes instrumental rationality. Instrumental rationality is included in the compilation of all the rationality theories. This article is based on the rationality theory of Nozick, exploring the value of instrumental rationality and its limitations. Nozick's rationality theory is unique that his analysis is in the perspective of the theory of evolution, thinking about the selection problem of the principle from the angle of rationality, and thinking according to the principle of rationality, and combining above two points by decision value.This article discusses the topic from three aspects. First of all, with the choice of the principle as a starting point, this paper discusses the fuctions of the principle of action, and leads to the theory of rationality. Secondly, through the understanding of the decision-making rationality model and the belief rationality model, analysising the value of the two kinds of instrumental rationality model and their limitations. Finally, after analyzing of the three models of the instrumental rationality: causal effecacy, the the evidence utility and symbolic utility, revealling the instrumental rationality is not all of the ratinality, and stating that the non-tools factors enriches the rationality theory.Humans cannot deny the value of instrumental rationality, as the development of the society can not success without it. But the tool rationality can only be a part of rationality. In summary, the structure of scientific rationality needs the unity of the tool rationality and the non-tool rationality, the unity of the principles and purposes, the unity of the tools and instruments.
