The sustainable development of small and medium-sized enterprises is related to whether the whole economy of our country can develop rapidly and healthy. At present, our country small and medium-sized enterprise whether from the enterprise quantity point of view, or from the enterprise management scale, the small and medium-sized enterprise all is in a pivotal position. Especially in the driving employment, stimulating economic growth, driven by technological innovation and other aspects have made a considerable contribution. Therefore, whether small and medium-sized enterprises develop good has aroused the consensus of our government and the community. However, due to the small size of the funds, the ability to resist risks, and other issues, the small and medium-sized enterprises greatly hindered its development. Local government as a primary level government, from the perspective of the government’s economic management functions, its face the problem of enterprise development, there is a power and obligation to support the smes develop better. And smes’ development to a large extent with the local government to create a close correlation of the ecological environment.Therefore, this paper focuses on the ecological environment of smes’ development. Borrowed from the theory of the economic management function of government and the smes’ development determinants theory, using the comparative research method, literature research method and case study method, with the development of small and medium-sized enterprises in Qingpu District of Shanghai City, the ecological environment as the research object, through to the Shanghai City Qingpu district development and Reform Commission, the Commission, commission and other government departments, the District Economic Development Corporation, part of the small and medium-sized enterprise on-the-spot investigation, collect the relevant information, the present situation of the ecological environment on the basis of analysis and Research on this area to promote the development of small and medium-sized enterprises, the existing problems and shortcomings are analyzed, and the reference of western developed countries advanced experience and practice, finally puts forward relevant countermeasures and suggestions to improve the ecological environment and improve the local government to promote small and medium enterprises the development, form a certain promotion and the significance of the discussion. This thesis is divided into five chapters. The first chapter expounds the background and significance of the development of small and medium-sized enterprises and local government support small and medium-sized enterprise theory and related literature review; the second chapter in Qingpu District of Shanghai city as an example, describes the main measures of the ecological environment of the smes’ development in the construction area; the third chapter puts forward in the development of small and medium-sized enterprises to create the ecological environment in the region of the problem in five aspects of government system, fiscal policy, industry oriented, technological innovation and talent to lead; the fourth chapter mainly elaborates the western developed countries to promote the development of small and medium-sized enterprises experience; the fifth chapter is based on the experience, puts forward some countermeasures and suggestions on the local ecological environment the government to promote the development of small and medium-sized enterprises.In a word, I think the local government has an inescapable responsibility for the healthy development of SMEs. Local government has the responsibility and obligation to actively implement the state for the smes’ development, the introduction of various policies and regulations and should be combined with local characteristics, from the aspects of local government services to small and medium enterprises system, legal environment, financial policy, industry oriented, technological innovation and talent incentive, the introduction of in to assist the policies and regulations, for local small and medium enterprises to create a good ecological environment.
