Research On The Performance Evaluation Of Railway Logistics Center

The railway logistics center is an important part of the social logistics service network,which plays an important role in promoting the local economic and social development and promoting the rational allocation of all kinds of transportation resources.What's more,to promote the transformation from railway freight yard to the logistics center is also an important measure to deepen the Railway Freight Organization Reform and improve the economic benefits of railway.With the implementation of the Railway Freight Organization Reform for 4 years,China Railway Corporation has taken a series of reform initiatives in terms of facilities and equipment configuration,the use of information technology,business operation and development strategy transformation,which greatly enhance the market competitiveness of railway logistics.However,as the core carrier of railway logistics business,the operation status of railway logistics center is not optimistic,which greatly limits the development of railway logistics.Therefore,it is necessary to promote the performance evaluation of railway logistics center,providing a reference for the China Railway Corporation to develop railway logistics center development strategy,providing learning benchmark and advanced experience for railway logistics center operation unit,to improve the performance level of railway logistics center.On the basis of research projects related to the China Railway Corporation,in addition,through questionnaire investigation,fieldwork and summary analysis,this paper undertakes systematic study and in-depth exploration of the performance evaluation of railway logistics center from several aspects.(1)Discusses the difference and connection between logistics nodes,logistics park and logistics center.And then,offers the definition of railway logistics center.Analyzes the development experience of railway logistics center in Germany,the United States and Japan and the history,characteristics and status of railway logistics center in China.Sums up the experience of logistics lark evaluation in Europe and China,and expounds the necessity of promoting the performance evaluation of railway logistics center.(2)Analyzes the theory of Balanced Scorecard and Key Performance Indicator.Then determines the design train of thought and principle of railway logistics center performance index.Puts forward the "four stages" method to design the performance index system of railway logistics center,which includes "bases on the literature review method of performance indicators preliminary selection,and bases on the expert consultation method of performance indicators qualitative reduction,and bases on the correlation coefficient and the maximum deviation method of the performance index quantitative reduction,and bases on the factor analysis method of the rationality test of performance index system.(3)The genetic algorithm is introduced to solve the problem that the judgment matrix is not consistent with the consistency test and combining several experts' scoring results of AHP.Based on aggregation model of game theory,determines the weight of railway logistics center performance index by combining subjective and objective weighting method.After that,analyzes the limitations of the traditional TOPSIS method for performance evaluation,and puts forward the improved TOPSIS method based on the thought of relational degree to the performance evaluation of railway logistics center.(4)Demonstrates the feasibility and applicability of the performance index system and the performance evaluation method of railway logistics center,which is put forward in this paper,by taking the typical railway logistics centers of Shanghai Railway Bureau as a case.Finally,puts forward 12 measures to improve the performance of railway logistics center for the competent units,operating units and staff.
