With the development of our urbanization process, there is an increasing demand for static traffic. However, disadvantages such as the poor profitability and large sunk cost of static traffic become the bottleneck that restricts static traffic from further developing. The Public Private Partnership Model (PPP Model) has become one of the most important ways to solve problems of fund shortages. Considering that there are too many participants, too many complex project models, and huge potential risks involved with the PPP model, there should be a comprehensive and systematic research about PPP model so as to ensure the project's accomplishment.First, this paper aims to analyze the background and significance of the topic, and then leads to the research perspective of the paper. Secondly, the author determines the theoretical foundations of the establishment of risk model by analyzing and critiquing domestic and foreign literature on PPP project risk management theories. Then, according to the requirements of risk management processes, the author uses the risk assessment method and RBS-WBS matrix to identify the potential risk of PPP project. Then, this paper uses the fuzzy analytic network to construct the risk assessment model of the static traffic information PPP project. This paper also presents the relecant risk controls of the static traffic information PPP project, coming with the practical situation of the S company. Lastly, this paper systematically assesses risks combining with a practical case, and obtains the general risk level of the project and the relevant control measures for each risk factor. This paper exams risk management framework and the effectiveness of the risk assessment model, it also guides the management of project risks.
