Last decade has witnessed huge technological advancements in communicationand the constant human endeavor to receiving a wide range of services such as voice,data and video has led Air Traffic Management Bureau (ATMB) of East China toupgrading its original PBX network into the Next Generation Network (NGN).Therefore, a prime issue in exploring how to implement risks management and reducepassive factors has occurred to the executor in project managers when they aimed atachieving final success against variety kinds of uncertainties in the project.A deep insight into the risk identification, risk analysis, risk response and riskmonitoring of the NGN project was provided in this thesis both theoretically andpractically under the general framework of risk management. We begin by observingand identifying risky events in every phase of the project by using WBS-RBS method.We then develop a method based on Fuzz Analytic Hierarchy Process includingbuilding risk hierarchy structure, forming risk judgment matrix, deciding risk factorsweight and finally giving out proper quantification analyze. We also present differentrisk response measures towards different risk events as well as setup a comprehensiveand quick-corresponding risk early warning mechanism applicable to the entireproject.This thesis intends to research risk management in the NGN project of ATMB ofEast China in particular, with a purpose of avoiding unfavorable risk factors, andthereby ensuring a successful outcome. The result of this research provides generalsuggestions for implementing risk management in similar projects and help guaranteebetter risk management performance.
