China's tobacco industry reform began in 2003, after 13 years of reform and development, initially formed the development pattern of big market, big enterprise and big brand, as the world's largest producer and consumer of tobacco, tobacco planting in our country, the growth rate of leaf tobacco production, tobacco leaf, the growth rate of cigarette production, cigarette, the growth rate of taxes andprofits are among the world's first, and keep high growth year by year, laid a solid foundation for steady and healthy development. At present, under the economic development of the new normal, also is in the key period of reform and development of tobacco industry. Under the specific background and situation of tobacco industry, is facing a series of prominent contradictions and problems, need to further deepen reform breakthrough development bottleneck, continue to promote the development in the new normal, and how to use employee incentive mechanism optimization, to strengthen the tobacco enterprise's core competence is a key part of the reform..Based on tobacco commercial enterprise-A city tobacco company as research object, in this paper briefly introduces the basic situation of A municipal tobacco companies and tobacco companies in A city, on the basis of analyzing the present situation and problems of human resources, adopt the method of questionnaire investigation, carried on the thorough investigation and analysis about the present situation of its employees incentive, based on A city tobacco company employee motivation, salary incentive, performance evaluation in the current position, education training incentives as well as the problems existing in the enterprise culture incentive, etc, to optimize its employees incentive mechanism design, from the overall train of thought, main contents, different level staff incentive schemes, and other aspects, to explore A city tobacco company employees incentive mechanism of rationalization proposals.
