Application Process Management Research Of Yunnan Province PPP Demonstrative Project

As an important enabler for the Public Private Partnership, the financial department actively organized the application of PPP demonstrative project. The aim is to form a typical case which easy to learn, copy and promote, and establish a system which suiting the national situation and easy to promote the PPP develop healthy and regularly. In accordance with the unified arrangements of the ministry of finance, and combined with the promotion of Yunnan PPP, in order to give full play to the positive role of PPP in the economic transition and upgrading period, Yunnan financial department unite the relevant competent department, actively organize the states (cities) arrangement closely around the decisions of Yunnan provincial committee and government, and the planning of industry construction and industrial development, select the third batch of demonstration projects which meet the project application requires, actively strive for the support of the ministry of finance to our province.Therefore, in the organization of the third batch of demonstration projects application, Yunnan financial department should ensure the reasonable arrangement, efficient organization and scientific review, report to the ministry of finance timely, strive for more high quality project selected, strive for more and greater support, strengthen the organization and management, ensure the efficiency and quality of the application, and effectively guard against risks. The significance of this paper is applying the process reengineering theory to the organization and management of the third batch of PPP demonstration project of Yunnan financial department. It has a strong practical and realistic significance. According to the division of responsibilities and functions in the organization work, influence factors, information and communication, risk assessment, etc., find out the new way which breakthrough on effectiveness and operability, reengineering the application process, so as to improve the effectiveness and efficiency of the PPP demonstration project application.
