In china, tobacco is a special economic crop. As the main tobacco producing areas in Sichuan Province, Luzhou has the most suitable conditions for the production of high quality flue-cured tobacco and the unique natural environment. And has accumulated rich experience in the years of tobacco planting history. its tobacco products have a good reputation both at home and abroad in the history, while, In the process of industrial development in recent years, Luzhou tobacco quality is not stable, not prominent, Aroma Style of tobacco and tobacco products purchase and sale process lack of brand awareness of the industrial development gradually revealed the disadvantages of weakening. Based on this, the analysis and evaluation of the development status of the characteristics of high quality tobacco industry in Luzhou from the perspective of industrial and agricultural products, and create tobacco brand strategy scientifically, which has significant theoretical value and practical significance to promote the improvement and sustainable development of tobacco industry in Luzhou.Based on the calendar year of Luzhou tobacco industry production data, and combined the results of the field survey of the experts and the tobacco leaf industry enterprises, the AHP-S WOT model was established to evaluate the quality of tobacco leaf production in Luzhou. And the quantitative analysis of industrial cluster's competitiveness based on the GEM model of the Luzhou characteristic quality tobacco industry based on the industrial cluster expert questionnaire, domestic tobacco brand construction at this stage results and commodity naming rules of Luzhou tobacco growing areas of humanities characteristics based on concise and the tobacco brand naming rules are summarized. Comprehensive analysis and evaluate the development status of tobacco industry of Luzhou industrial clusters competitiveness, brand strategy, tobacco industry sustainable development path.Through a series of empirical and analytic process, the main conclusions of this study are as follows:First, the current status of the development of high-quality tobacco in Luzhou is generally good, but there are disadvantages and threats that can't be ignored, which should be more active in the future to highlight the advantages of a solid industry development situation. Second, the characteristic high-quality tobacco industry cluster competitiveness of the status quo is higher than the national average, but and the unique competitive level also exist large gap, lower elements of competitiveness in the market, become short slab factors restricting the development of industrial clusters. Third, the theory and practice of domestic tobacco brand building at this stage is still in its infancy, the lack of complete scientific brand building system, resulting in the development strategy of tobacco brand has a greater difficulty. Fourth, Luzhou tobacco leaf quality characteristics, smoke region cultural characteristics are more abundant, but refined and concise efforts still lack, need to tap and highlight and become an important resource for the process of brand building. Based on the research results, This paper also aim the weak link in the Luzhou characteristic high-quality tobacco industry development, we put forward the following countermeasures:the rational use of resources, development of modern tobacco industry; precise positioning of the tobacco leaf quality characteristics, prominent tobacco leaf usability style; nurturing industrial cluster thinking, enhance the competitiveness of the tobacco industry; accelerate the tobacco brand strategy to create, to stabilize and enhance the tobacco market position; change of marketing concept, actively adapt to market demand.
