| The “One Project One Discussion” financial premium and subsidy system forvillage-level public welfare undertakings, currently and even in future, is the trend andfeatuers to the development of village-level public welfare undertakings in China. It isexploring rely on the central government, local governments, rural collectives, thevillagers and the community more than the power to solve the problem of village publicconstruction, an important policy in rural areas to improve the economic, social andenvironmental health. It is also a great change and systemic innovation of rural grass-rootsself-government and management in our country.This thesis consists of four steps to makea research on “One Project One Discussion” financial premium and subsidy system.Firstly, this thesis introduces the background, essence and implement of financialpremium and subsidy of “one project one discussion”. Besides, having a full grasp of thecurrent implement of the “One Project One Discussion” financial premium and subsidysystem in Hebee province, this thesis summarizes the working procedures and implementdifficulties of the “One Project One Discussion” financial premium and subsidy system,through the survey of the details and implementing of the “One Project One Discussion”financial premium and subsidy system in Hebee province.Secondly, to improve the “One Project One Discussion” financial premium andsubsidy system, this thesis makes a creative design on institutional framework, systemconstruction, working procedures and assessing procedures.A comprehensive evaluationindex system is established, based on the design, including four first level index,seventeen second level index and forty-six third level index.The design in the thesisspecifies the standard grade of index and confirms the weight of index by the analytichierarchy process.Thirdly, the thesis employs the fuzzy comprehensive evaluation method to design acomprehensive evaluation process for “One Project One Discussion” financial premiumand subsidy system, thereby improving the comprehensive evaluation system of “OneProject One Discussion” financial premium and subsidy system. This thesis uses fuzzycomprehensive evaluation to evaluate the implementation in Qinglong County based onthe established comprehensive evaluation index system, and analyze the results of the evaluation.Finally, according to the results of the analysis to identify the Qinglong Countyregarding a proposed problems and shortcomings that exist in the process ofimplementation of the financial awards complement system and an optimization of aproposed system of procedure, the subject of a proposed participating, strengthensupervision and evaluation of a proposed mechanism regarding a proposed capitalmanagement system and improve the management and protection of a proposed follow-upsystem, such as the promotion of policy recommendations regarding a proposed financialawards complement the development of the system. |
